Afghan president issues decree to curb corruption

KABUL, Afghanistan (AP) ? Afghan President Hamid Karzai, who is under pressure from the international community to do more to battle corruption, has issued an ambitious list of government reforms that orders his ministries, prosecutors and judiciary to fight bribery, nepotism and cronyism.

Karzai's 23-page decree also instructs officials to clear the attorney general's office and the courts of languishing corruption-related cases and do more than talk about bringing crooked figures to justice.

Donor nations have long expressed concern about corruption within the Afghan government and $16 billion in aid pledged this month at a Tokyo conference is tied to a new monitoring process to assure that the money is not diverted by corrupt officials or mismanaged. Karzai has blamed international contracting procedures for some of the problem.

In the decree, Karzai also repeated his request that high-ranking government officials or their relatives do not get rebuilding contracts. He also demanded that ministries and other governmental departments write up a flurry of progress reports on a myriad of issues ? including efforts to resolve traffic problems in the dusty, congested Afghan capital, Kabul.

The decree, issued late Thursday, is similar to an executive order, but is ambiguous about what happens to those who don't comply. It also does not spell out who will pay for the government cleansing that Karzai proposed.

Political analyst Jawid Kohistani said he did not think the decree would stave off corruption in the government.

"Karzai is acting late on corruption," he said Friday. "We have anti-corruption laws, but it is very difficult to remove corruption. It is hard to just remove corruption by a decree. He should start to remove corruption from inside the palace.

"I'm not confident that this decree will bring good results because those people who are involved in corruption are high-ranking officials in the government. They have control of the economy and they also are grabbing the land. The low-ranking employees of the government ? they are only getting small bribes."

Afghanistan, with a history of war and international interference and support, has long been plagued by corruption. It has come in 180th out of 183 countries on Transparency International's corruption index, which scored countries based on perceived levels of public sector corruption. Only North Korea and Somalia were deemed to be more corrupt.

Karzai, who has about two years left in office, has repeatedly promised to clean up corruption in his administration without much result. On June 21, he called a special session of the parliament to speak out against corruption ? just ahead of the donors' conference in Tokyo, where the international community complained about corruption within his administration.

"You should cooperate with me on these reforms. You have accused me of making deals. Yes, I have done so, but I had reasons. And now I am changing this. I am bringing reform from the inside," Karzai told the Afghan lawmakers in June.

It was unclear what he had meant by "deals," although the president is frequently accused of letting allies keep powerful posts despite allegations that surround them. Highly placed government officials have been investigated but seldom prosecuted. Some of the graft investigations have come close to the president himself, implicating either family members in government posts or close Karzai associates.

While Karzai expressed gratitude for the Tokyo pledges, he said his government was not solely to blame. He said the contracting process for development projects, which have poured billions of dollars into his war-torn country's fragile economy, have led to influence-buying.

The anti-corruption decree also says:

?Government officials are not to appoint relatives or friends to positions within the administration, or try to influence those who are making the appointments.

?The Afghan Supreme Court is to finalize in the next six months all cases regarding corruption, land grabbing and targeted killings suspected of being conducted for political reasons.

?Promotions and appointments within the Afghan army and police are to be reported to the president's office in an apparent effort to curb nepotism and cronyism.

?All inactive courts are to be fully operating within nine months in all 34 provinces and their more than 300 districts. In rural areas, lack of government presence has lead citizens to turn to Taliban courts, which swiftly resolve disputes but undermine the government's influence.

?The Finance Ministry is to send a report to the president in a month, detailing the outstanding loan money and property the government is trying to reclaim from the troubled Kabul Bank. The bank, which nearly collapsed in 2010 because of mismanagement and more than $800 million in questionable loans, became a symbol of the country's deep-rooted corruption.

?Two public campaigns are to be developed ? one to reduce violence against women and the other to promote national unity in Afghanistan, which has a patchwork of various tribes and ethnicities with a history of conflict. The withdrawal of most foreign forces by the end of 2014 has spawned fears of a civil war.

You have to hand it to Ruby Sparks? directors Jonathan Dayton and Valerie Faris, partners in life raising a family, working fourteen-hour days together on set and then going home to dinner, teenagers and then back to work. That seems to be their secret formula for making great movies.

The pair, veteran music video and commercial directors who hit the film world big time with a not-so-little movie made in 2006 named Little Miss Sunshine, which went on to an Oscar nomination, are in person a simpatico tandem of insight, humor and marked substance in a business where scores of directors-for-hire churn out products for the fast cash grab of opening weekend. Not them?small movies about big things are their specialty, and Ruby Sparks is no exception.

They also only work on projects that inspire their personal passions, hence their six-year absence from directing.? When Zoe Kazan brought them the screenplay for Ruby Sparks, they knew they had a winner in the story of an insecure young novelist who manifests his dream girl, which might sound like a fantasy come true, but plays like a catalog of comic relationship insecurities manifested instead.

I caught up with Jonathan Dayton and Valerie Faris recently to discuss Ruby Sparks? imaginative story and how it gets to the truth of our fears and foibles in relationships and the personal and working dynamics of their relationship, the engine behind one of the summer?s very best movies.

After the success of Little Miss Sunshine, you didn?t direct a film for six years.?

Valerie Faris: Right.

Jonathan Dayton: We worked on films continuously. Little Miss Sunshine was such a rewarding experience that it was hard to think about coming back with anything that we loved less. And we loved all of the films that we worked on, but we didn?t feel they were ready. And this was the first one where all of the elements came together. Making a movie is two years of your life, and you better love it and feel like it is saying things that you want to say and things that are meaningful to you.

VF: You?re going to talk all about it and face all of the people that you know and respect. You just want to be able to come out with something that is hopefully generating an interesting dialogue and has something to offer film audiences. There are a lot of films out there that don?t do that.

JD: So I am really happy that we have two films now as different as these two, but they still share certain qualities that we will always try to have in our films.

VF: We are very script oriented, so we like to get them to a place where we feel like we can see the whole film in our heads before we start shooting. Even though in both cases somebody else wrote the scripts, we feel like we are the authors of the film. It is still coming from us. You have to feel at every point that it is working.

JD: Like with this one, we knew that Zoe had to become an actress and focus on her performance and she could not really write anymore.

VF: We didn?t want her going back home and night trying to work on the next day?s lines.

JD: So we worked really hard with her to kind of rework the material and get it to where we felt it was ready.

Here we have a movie with a fantastical premise. I love the fact that near the end of the film Calvin says to his therapist, played by Elliott Gould, ?I don?t know why. I can?t explain it.? Yet despite the fantasy, it talks about all of these things that are truths in our relationships. It?s really a human comedy in the guise of a situational set-up.

VF: Yes. It really is about our relationship with art and the urges we have to control and the way we are, both in our relationships to our partners and our work. What we liked was that there was this parallel to creativity and love.

JD: And the creative process. I think every relationship contains some fiction. We have an impression of who our partner is and a portion of that isn?t actually true, but we need to believe certain things.

VF: And even about ourselves. There is an element of fiction in the idea of a person versus who they are. It?s hard to say where the idea and the real person begin and end. We felt like this story explored very complex themes and issues. But it is also told in a very matter-of-fact simple fashion. I loved Eternal Sunshine (of the Spotless Mind), but at times it was like, ?Okay, where are we again.? And I loved that. We wanted this to be a story that you got completely caught up in emotionally while exploring these themes.

Ruby did have a similar effect on me as Kate Winslet did in that picture. She was enigmatic and unpredictable; easy to fall for. As in Eternal Sunshine, we wonder how much is she in his mind?? We are seeing her as he sees her.

VF: Right. But then she develops this will of her own, which complicates things.

Speaking of her performance, I was fascinated by the number of characters that come out of her in the film. Every time I got comfortable with one, there would be another.? I missed the original version when she was gone.

VF: It?s painful.

And I spoke with her a bit about what I call the ?big? scene, which I think is truly special many respects.? Can you give me your thoughts on that? It?s been rather comic to that point but it has to go to the logical conclusion.

VF: Yes. Exactly.

JD: And I appreciate you protecting what happens there, but it certainly?? Well, go ahead?

VF: That scene was part of what drew us to this material. We had seen this story in different versions before and we felt like this had the potential to go to a more interesting, deeper emotional place and take it to its logical extension. It wasn?t something that was completely fleshed out in the script and was something that was hard to exactly write out. It was hard for Zoe to write out because it is the most painful, challenging scene in the movie. So it was something that we did the most work around in preparation for the movie. We rehearsed it with other actors because we didn?t want to put (Paul and Zoe) through it and have them think about it too much beforehand. We tried stuff with each other. We would work out that scene. It was fun.

JD: That?s the benefit of having two directors. They can actually act out scenes.

VF: Like what does it feel like if you have to do everything you are told to do with no resistance? You have to completely surrender to the person controlling you. We played around with it, but it really wasn?t until we shot it at the very end of the shoot, after we went through all of the Calvin and Ruby relationship , that we knew what that scene had to be. So that morning we made a list of the things that he was going to make her do and ran it by Zoe. We said, ?These are the things he is going to tell you to do and we are going to give them to you in this order. He is going to give you these commands.? And we ran them through the whole sequence, and each take was about ten minutes. It was very interesting. We shot her side first, so Paul got to see. He didn?t have a vision of what this scene was going to be either. We shot her side first so he could really feel what he was putting her through, and that was really important to us. When you see Paul?s side of it, it?s really hard for him too. He?s not enjoying what he is going through.

JD: It was important for us that the scene ultimately be about inflicting pain on himself as well as her. It was about showing that this relationship was untenable at that moment.

VF: It?s not possible to sustain this relationship any longer under the circumstances. Really, once he crosses that line and decides to do the slightest change, he can never get it back again.

But the film does believe in love and its possibilities. I don?t want to give too much away. But to me, it said that no matter how far you have gone, no matter what you have been through and no matter what places you have taken each other, if you truly love each other then there is another chance. ?

VF: Right!

JD: Yes. I appreciate you saying that. I think that is really important and I am glad. I don?t think everyone sees it that way. But that is certainly how we intended it. In the end of the movie, we don?t know what is going to happen next, but there is a ray of hope and sense that Calvin is a better man, and there is reason for hope.

VF: He has confronted his demons. There is a lot more damage that can be done by denying those parts of yourself. And I think Calvin really faces this ugly part of himself and comes through it changed. We don?t answer whether everything is going to be hunky dory or not, but it gives you the possibility of change.

You have worked with Paul twice. What do you appreciate about him?

VF: This movie shows Paul?s humor, which we love about him and which he doesn?t get to show very often. You really see his physicality in this movie, which I love. He puts himself out there in a way that not all actors do. He likes to be challenged, and we were excited about him being in the role of the leading man.

JD: He reminds me of how Dustin Hoffman, in his early roles, could do anything, but he wasn?t your traditional Hollywood leading man. Paul really is that and I think this is a side of him that people have not seen.

Of course you have seen him in L.I.E., which was unbelievable given his age at the time.

VF: Yes. We saw that before we auditioned him for Little Miss Sunshine, and we were blown away how for his age it was such a challenging, difficult part. And in Little Miss Sunshine he was so great to work with. For someone who didn?t have dialogue in the first half of the movie and just used his body, he can do nothing and he?s still interesting to look at, because there is something going on there. I think that works in this film too. You feel the wheels are always turning in his head. And he is a really thoughtful, sweet guy to work with. He works hard. He cares. He loves his work.

JD: Both Paul and Zoe are really dedicated actors who work hard. There are no games; no theatrics. It was a very productive set.

VF: The focus was always on the work. Not about all of this other stuff that can enter into moviemaking.

JD: We were all very invested. It was our second movie and their first real effort together. They had done a movie before, but this was theirs as much as ours. It was a big deal.

One other scene that is extremely funny is the caf? encounter?between Paul and Alia Shawkat, who has impeccable timing and delivers maybe the funniest screen sycophantic since maybe Sandra Bernhard in The King of Comedy. It?s a short scene, but a perfect one.

VF: Oh, yes!

JD: You are one of the few people to mention her! We love her! And that was such a fun role to cast. She was the perfect person. You?ve seen her work in Arrested Development.

VF: Yes, but that was a really fun scene to do. I remember reading that and thinking, ?Oh, this is going to be so much fun to do.?

It is so funny the way she mirrors his physicality, sliding across the chairs.

JD: Yes!

VF: Yes, yes, when she scoots.

JD: She?s like, ?If this is a game, I?m going to play it.?

VF: Again, she is an actress who can be funny without feeling like she is chasing after something. It is just in her bones. I thought she was amazing in Cedar Rapids. I really loved her in that.

Chris Messina is also quite funny here. I always think of him as a great actor who just needs a great leading role, which he hasn?t yet had.

JD: That?s right.

VF: I know! He brings so much to this movie that I think people take for granted because he is kind of the normal guy in it. But he brings a kind of soberness to the whole thing that is really essential. He really helps all of us buy into the whole premise.

Speaking of funny, the moment at dinner when he realizes that this is not some kind of ruse?terrific non-verbal performance.

VF: Yes!? I love that too. You get an actor like that and they will find those moments. You don?t have to puppet them through. That?s why with casting, to get the tone of the movie right, you just have to cast it right. If you have an actor that?s just trying to make it funny, the tone falls apart.

JD: Yes, there is a cumulative effect when you have so many great actors in all of these little roles?

VF: Making it real.

JD: It is really satisfying.

VF: Elliot Gould also. When we met with him he said, ?I can?t be patronizing. I don?t know how.? So he is just there, listening to Paul and there is nothing else.? Three scenes all done in one day.

Can you talk about the trip to Calvin?s mother?s house? It is a significant turning point.

JD: Yes. There is a lot of pressure that builds up in the story and it was important to get Calvin and Ruby out of the house and into the world to see what would happen. Antonio (Banderas) and Annette (Bening) were so fantastic. They are the perfect actors for us. They can be very real, but they also find humor in what they are doing.

VF: That is Antonio. He is just like that. He brings so much of himself to that character.

I once saw him in Nine on Broadway, and it was a hell of a performance. It shows you how underused he is in Hollywood, yet that is not the case when you see him in Spanish films, like The Skin I Live In.?

VF: He is so good. I think it was a different direction than what Zoe had in mind when she wrote it.? We brought it up to them and they cracked up. The idea was, who could be completely in contrast to Calvin and drive him crazy, but that his mother would have a rebirth? They have this very sensual life, so different from Calvin?s austere- we loved the contrasts in the houses as well. And the idea that Ruby would be pulled into that world, and how appealing it was to her. Those two characters have a kind of magnetism. You can see how Ruby would go there and not want to leave.

Jonathan, if I gave you a typewriter right now, what would you command be for Valerie?

JD: (Laughs) I would resist that temptation!

VF: Yes! He threw out the key a long time ago?

JD: After making this movie, I realized that I both love and rely on the fact that I don?t know what she will do next. I think that is why we are together for almost?

VF: Twenty-some years. It?s like be careful what you wish for. If you could actually get somebody to do exactly what you wanted them to do, it would be a huge burden and responsibility. And as much as that sounds appealing, it would get old really fast. On some level, everyone has experienced that a little, like they have been with someone who is just there for them, like ?I don?t know. What do you want to do? I?ll do anything you want to do.? And it?s like, ?I?m not interested in that.? And I think that?s what fun to see?how truthful this is. The laughs are when he writes, Ruby was miserable without Calvin. And then you see them in bed together. He tries to get up to go the bathroom. It?s like, ?I?ve got her back, but oh, God, what have I done??? So what appealed to us about this story was that it had those laughs but similar to Little Miss Sunshine, it could go from funny to painful to sad and then funny again.

JD: It has those sharp currents.

How do you guys work together, actually? You must spend fourteen hours a day on a set and then ten more together at home. You have a life away from films as well, with three teenagers.

VF: Well part of the key is that we have a family, life and friends not in the movie business. When we go home, our kids aren?t interested if we have a challenging day or still have a problem we need to work out. They want to be fed, need help with homework or college applications. That stuff keeps us very busy and in some ways distracted. It creates a relief form the issues of work. You can leave it for a while and go back to it. What?s nice about it is that after we have cooked and brushed our teeth, we can go right back to work.

JD: And not have to explain the entire situation.

VF: Yes, we can pick it up like that. Maybe we were talking about our house or kids, and then he will start a sentence and I will know he is going back to work.

JD: We are really lucky because I think we both love our lives and all the things that are at play. And to be able to share that with someone that you love and respect is crazy.

ScienceDaily (July 26, 2012) ? Even in this modern age of science, people are likely to find logic in supernatural rituals that require a high degree of time and effort, according to new research from The University of Texas at Austin.

The study, published in the June issue of Cognition, is the first psychological analysis of how people of various cultures evaluate the efficacy of ritual beliefs. The findings provide new insight into cognitive reasoning processes -- and how people intuitively make sense out of the unknown.

"One of the most remarkable characteristics of human cognition is the capacity to use supernatural reasoning to explain the world around us," said Cristine Legare, an assistant professor in the Department of Psychology at The University of Texas at Austin. "We argue that the characteristics of ritual are the product of an evolved cognitive system."

Cause-and-effect thinking is critical to human survival, Legare said. So it's natural for people to find logic in supernatural rituals that emphasize repetition and procedural steps. If doing something once has some effect, then repeating it must have a greater effect. For example, if a mechanic says he inspected something five times, the frequency of his actions leads the customer to overestimate the effectiveness of his work.

To find out how people rate the effectiveness of magical rituals, Legare and graduate student Andr? Souza conducted a study in Brazil, a country suffused with rituals called simpatias. Used for solving problems as varied as quitting smoking, curing asthma and warding off bad luck, simpatias are formulaic rituals that involve various steps and repetition.

The psychologists presented 162 Brazilian respondents several versions of these rituals. Each was modified with different characteristics, such as repetition of procedures, number of steps, number of items used, and the presence of religious icons.

As part of the study, Legare asked the respondents to rate the effectiveness of each ritual. According to the findings, three elements of the simpatias had the biggest influence: number of steps, repetition of procedures and a specified time.

To see how magical rituals are perceived across cultures, the researchers conducted the same study with 68 U.S. respondents of various religious and socioeconomic backgrounds. As the researchers expected, the majority of respondents didn't believe in simpatias. Yet similar to the Brazilians, they were more inclined to believe in rituals involving numerous repetitions and steps. For example, they gave a higher rating for this sadness-curing ritual, which involves numerous steps and repetitions.

And new research shows that a diagnosis of prostate cancer also doesn't automatically mean all men even need treatment, such as often grueling chemotherapy, radiation and/or surgery which can cause serious long-term side effects such as incontinence and erectile dysfunction.

A multi-center study of men with prostate cancer, published in the current issue of Journal of Urology recommends that some men diagnosed with low-risk prostate cancer can opt out of receiving initial treatment, and if their malignancy is closely monitored, remain safe. "Low-risk" prostate cancers are those that are at minimal risk of progressing or spreading to other parts of the body. The study suggests "watchful waiting" can be a sensible approach after two separate biopsies are performed to determine if a man's prostate cancer falls into the "low-risk" group.

The study addresses an important question for men newly diagnosed with prostate cancer and at minimal risk of cancer progression or metastases: when should they be actively treated and when can they simply be treatment-free and closely monitored for any changes down the road? The scientists found that separate biopsies are key to determining the optimal selection of patients for active surveillance, also known as "watchful waiting", when men decide not to undergo immediate treatment.

"When or if to treat men with low-risk prostate cancer has always been a challenging question that faces patients and urologists. Some men may be rushing into treatment that won't necessarily benefit them, prevent problems, or prolong life. Close observation in certain patients may provide and maintain quality of life without increasing the chances of the cancer spreading," said study author Scott Eggener, MD, assistant professor of surgery at the University of Chicago Medical Center, in a statement to the media.

Dr. Eggener added that an estimated 20 to 50 percent of men in the U.S. who are diagnosed with prostate cancer will eventually die from other causes -- not from their prostate cancer. Bottom line: a large number of men clearly do not benefit from standard medical treatments and may, in fact, be harmed by the side effects.

The study was conducted at Memorial Sloane-Kettering Cancer Center, the University of Miami, Cleveland Clinic, and University of British Columbia between 1991 and 2007. The researchers studied 262 men from 4 hospitals in the U.S. and Canada who were all under the age of 75 and had a prostate-specific antigen (PSA) test that registered below 10 ng/ml. Other criteria for the research subjects included being diagnosed with a cancer at clinical stage T1-T2a and having 3 or fewer positive cores at diagnostic biopsy. The study participants underwent a repeat biopsy and then had no treatment for six months. After that period, they were given physical exams and PSA tests every six months; they were also advised to undergo biopsies every one to 2 years.

Forty-three of the men eventually decided to go ahead with treatment. Or they had evidence their cancer was progressing, so their doctors advised starting treatment. All but one were cured of their cancer, despite having waited to undergo surgery or radiation. The rest of the 219 patients in the research group continued "watchful waiting" without any treatment and showed no evidence of metastases (spread of the cancer to other parts of the body). "Active surveillance with delayed treatment, if necessary, for select patients appears to be safe and associated with a low risk of metastatic spread," the study concluded.

Srinagar, July 20: Finance Minister Abdul Rahim Rather Friday said there was no proposal with the government to introduce property tax in Jammu and Kashmir.
?We dont have any such proposal at present, Rather said.
?He said the property tax law was abolished in J&K prior to 2002. As the then Finance Minister, Rather said he had introduced a bill in the State Assembly which was passed to do away with the Act.
?The Finance Minister said the law was abolished due to several reasons. People were facing lot of difficulties. The collection process had turned hectic and costly and moreover there were frequent complaints received by the then government about harassment, Rather said.
?On July 13 a New Delhi based newspaper reported that the Chief Minister Omar Abdullah told the Planning Commission that his government would try to build a political consensus in the next legislature session over introducing the property tax.
?Omar had given the assurance to the PC at a meeting convened to finalize the states annual plan for 2012-13 which was approved at Rs 7300 crore.
?I also attended the meeting (of Planning Commission) along with the Chief Minister. But I dont think the issue (imposition of property tax) came up for discussion, Rather said.
?The Government of India has linked the release of funds meant for development in various sectors under Jawahar Lal Nehru Urban Renewal Mission (JNURM) to implementation of the property tax in J&K.
?However, the State Government has been demanding from the Government of India to delink funding under urban reforms from the property tax, at least for next some years. The demand was also raised by the state government at the sixth National Conference (NC) on JNNURM which was inaugurated by Prime Minister Manmohan Singh at New Delhi last December.
?Responding to a question on the issue of reforms in the State urban sector, Rather said he has no knowledge whether State Ministry of Housing and Urban Development has proposal to introduce property tax.
?But we dont have any such proposal at present, he said.
?Though the state legislative assembly had earlier passed bill on property tax, it was later sent to the joint select committee by the upper house for recommendations.

But if you're open to the huge world of Android phones, there's no way to justify the massive price difference between Virgin's iPhone and its other successful smartphones, especially considering that the iPhone 4S is now nine months old.

The iPhone 4S on Virgin Mobile is the same model, with the same software, network, and features as you'll find on Sprint. (Also, the Sprint iPhone is pictured in the slideshow below.) Read our Sprint iPhone 4S review for all the details. But note that the Sprint model earned 4.5 stars and our Editors' Choice endorsement at the time, and this version of the phone is only getting 3.5 stars. We can explain.

A Really Cheap iPhone
First, the good news. The $649.99 16GB iPhone 4S on Virgin Mobile works with the carrier's $35 per month Beyond Talk plan, which offers 300 minutes and 2.5GB of 3G data. And Virgin has no contracts, so you can switch out your phone any time you want.

Measured over two years, Virgin's iPhone is much less expensive than on competing plans from Sprint, Verizon, or AT&T. The Virgin iPhone with the $35/month plan costs $1,489.99 over two years. Sprint's model is cheaper up front at $199.99 but requires an $80/month plan with a two-year contract, so it's $2,119.99. AT&T's and Verizon's service plans are even more expensive.

Cricket sells the iPhone 4S for $499.99 with a $55/month plan, making it $1,819.99 over two years, but Cricket's iPhone is only offered in a limited number of cities. Virgin sells its iPhone nationwide.

And remember, you get the same nationwide performance as Sprint. That has its up sides and its down sides. The up side is a relatively consistent network. The down side is that it's the slowest 3G network in the nation, as measured by our 30-city network speed tests. Since the iPhone doesn't support 4G, you're stuck in the slow lane.

A Really Costly Virgin Phone
The iPhone is a brilliant cultural touchstone with an excellent library of high-quality apps. But you'll be paying a massive premium over other Virgin phones for that privilege.

The Editors' Choice HTC EVO V 4G (4 stars) is $299.99 with the same service plan. That's a $350 savings for a fast Android 4.0 phone with a similar-resolution screen, dual-core processor, and lots of apps. (Ignore the 3D stuff, it's a gimmick.)?

Most importantly, the EVO V 4G can hit Clearwire's WiMAX network. If you live in a city where that's available, it's a huge difference. When we tested the EVO V 4G, we found the 4G network to be up to eight times as fast as the 3G network.

The HTC One V costs $100 less. That's $450 less than the iPhone. The One V is a lower-powered phone, with a single-core processor, but it's also elegant and runs Android 4.0.

The iPhone 4S has a better camera than the EVO V and deserves to be in the top rank of smartphones, but it isn't $350 better than the EVO V 4G.

Conclusions
The Virgin Mobile iPhone is the least expensive iPhone 4S model available, if you factor in the cost of the service plan. But while it's a good phone, it isn't a good deal right now.?We're just a few months away from a new iPhone launch this fall. More importantly, this iPhone costs hundreds of dollars more than high-quality, competing Android phones that work with 4G. Apple made its mark in the wireless world by providing a high-quality product at a competitive price. This iPhone only qualifies if you think no other phone competes.

If you?re shopping for a new laptop, you might find the term ?Ultrabook? popping up a lot during your research. An Ultrabook is thinner and lighter than a regular laptop, but it doesn?t sacrifice such features as a full keyboard, and it uses a different kind of memory instead of traditional hard drives to offer speed and good battery life, so you can use it as your main computer for everyday tasks like browsing the Web and working on documents. After a trend started by Apple?s MacBook Air, Windows PC makers such as HP, Dell and Samsung offer them, and now Sony has joined the fray.

Over the past week, I?ve been testing the Sony Vaio T13, the company?s first Ultrabook, and what makes it stand out from the pack is its affordable price tag. The cost of Ultrabooks still hovers in the $1,000 range but the Vaio T series starts at $770. By comparison, the similarly featured Dell XPS 13 costs $999 and up, while the 13-inch MacBook Air starts at $1,199.

For the price, the Vaio T13 offers Intel?s latest Ivy Bridge processors, a plethora of ports and four gigabytes of memory. To keep costs down, there are some tradeoffs, such as a lower resolution screen, but overall, I found the Vaio T13 to be a speedy machine. It?s a good value to be sure, but there are some downsides, such as a subpar keyboard and loud fan, that holds it back from excellent.

The Vaio T13 measures 12.7 inches wide, 0.71 inch thick and weighs 3.54 pounds, so it?s heavier than a number of ultrabooks on the market. For example, the Dell XPS 13 is 2.99 pounds and the MacBook Air weighs 2.96 pounds. That said, I didn?t find the extra weight to be a huge problem. I was able to carry it around in my backpack without it weighing me down.

Also, while it?s thicker than the Air, I appreciated the selection of ports available on the Vaio. This includes an Ethernet jack, two USB ports, HDMI and VGA ports if you want to connect to a TV or monitor and a Memory Stick Pro Duo/SD card slot.

The Vaio T has a 13.3-inch display with a 1,366 by 768 pixel resolution. Colors looked a bit dull, and pictures and videos weren?t overly bright or sharp. The lower resolution also means you have to scroll a bit more to see what?s onscreen, but you do get a decent-size touchpad that supports multitouch gestures to help you navigate various pages and switch between tasks. It worked well in my tests as I was able to return to the desktop by swiping down on the touchpad with four fingers and move between Web pages and photos by swiping left or right with three fingers.

But I didn?t like the Ultrabook?s keyboard. There?s plenty of spacing between the keys, so it doesn?t feel cramped. But the buttons are stiff and squishy, so I really had to punch at the keys. It?s something I got used to after a while, but it led to a lot of mistakes and frustration at the beginning. I also wish the keyboard was backlit for easier typing in darker rooms.

The $799 Vaio T13 I reviewed is powered by an Intel Core i5 processor and features a combined 500GB hard drive and 32GB solid-state drive. (You can configure the ultrabook with a faster i7 processor and up to 8GB of memory.) A number of Ultrabooks feature only solid-state drives ? or flash memory ? that improve speed and battery life but limit storage capacity. They are also more expensive, which is why Sony used this hybrid option.

Even so, I found the Vaio T13 to be a responsive computer and you get the bonus of extra storage capacity. It took the Ultrabook 29 seconds to boot up from a cold start and seven seconds to wake up from sleep mode. The MacBook Air started up in 15 seconds and awoke in five seconds, so there isn?t that much of a difference in the latter test.

At one time, I had at least a dozen tabs open in my Web browser, streamed a YouTube video and downloaded an album from the Google Play Web store while working on a Word document. The Vaio T13 was able to handle all those tasks without slowing down. However, its fan does tend to make a lot of noise. It?s annoying, but I suppose it is doing its job, as the Ultrabook never got warm, even when I was viewing entire TV shows on Hulu.

Sony estimates the Vaio T13?s battery life to be around seven hours and 30 minutes with power-saving mode on. In my tests, where I turned off all power-saving features and left Wi-Fi on, set the display to full brightness and looped a music playlist while running an email application in the background, the Vaio delivered four hours and 20 minutes of battery life.

The battery performance is middle-of-the-road compared to some of the other Ultrabooks we?ve tested at AllThingsD, with the Dell XPS 13 being the worst at under four hours and the Lenovo IdeaPad U300s being the best at five hours. With more normal usage, I expect you should get about an additional hour of battery life from the Vaio T13.

The Vaio runs Windows 7 and comes preloaded with a starter edition of Microsoft Office 2010, which offers basic versions of Word and Excel, and a 30-day trial of Kaspersky Internet Security. There are also various Sony apps, such as the company?s Music Unlimited store and PlayMemories multimedia gallery ? all of which you can access from a pull-down menu at the top of the desktop screen.

For those on a budget, the Sony Vaio T13 is certainly worth a consideration. It?s fast and offers a good amount storage. But if possible, I?d definitely recommend going into a store and trying out the keyboard to see if it?s to your liking.
