Noda's tax success may fail to end Japan deadlock

TOKYO (Reuters) - After years of policy paralysis in Japan, Prime Minister Yoshihiko Noda has pushed a much-needed but unpopular sales tax hike through the lower house of parliament, but the chances of further reform in the world's third-largest economy seem unlikely.

Noda, 55, is low key and likened himself to a "dojo" bottom-feeding fish when he took office in September last year. However, the sixth prime minister since 2006 is set to achieve a breakthrough that has eluded several of his predecessors.

The doubling of sales tax to 10 percent over three years, a first step towards curbing a public debt that is already twice national output and a record for an industrialized country, was passed by the lower house on Tuesday.

Noda, by convincing his rivals he was prepared to call a snap election even at the risk of defeat, forged a deal with the opposition that allowed the tax bill to pass through the chamber, ending months of deadlock.

"In the world of Japanese politics, this is a pretty major thing. Against a lot of odds, he has been able to engineer a compromise that is quite far-reaching," said Jesper Koll, head of equity research at JPMorgan in Japan. "This is a major step."

Approval of the sales tax move by the opposition-controlled upper house seems to be on the cards, analysts said, though the process could be bumpy. But it's not likely the quietly assertive Noda will be able to achieve much more reform.

A section of his Democratic Party of Japan (DPJ) may be preparing to quit in protest, and he may be pushed into an election earlier than the scheduled August 2013.

With Noda's public popularity low and that of the opposition Liberal Democrats not much higher, a weak government that will not be able to make much policy headway would be the most likely outcome.

"Is the efficiency of government overall going to increase?" asked Koll. "Is this the end of the hung parliament? No, it's not."

Since 2007, Japan has suffered a 'twisted parliament' in which the ruling camp controls the powerful lower house but the opposition has a majority in the upper chamber, which can block legislation.

Now Noda's determination to raise the tax threatens to split the often-fractious Democrats after 57 of its 289 lower house members voted against the bill. Another 15 abstained or did not show up.

FEW PLAUDITS

So far, Noda's persistence has won few if any plaudits from voters, although a big majority are also displeased with ex-Democrat leader Ichiro Ozawa, who led the revolt.

Support for Noda's cabinet was stuck at 27 percent in an Asahi newspaper poll published on Thursday, while only 39 percent backed the sales tax rise and 52 percent who opposed it.

Some pundits say Noda can still bolster his standing with voters if he stands firm against party rebels, forcing them either to recant or leave the party.

That would be taking a page from former Prime Minister Junichiro Koizumi, who kicked out opponents of his postal reform plans from his Liberal Democratic Party (LDP) in 2005 and then led the party to a massive election victory.

To be sure, Noda's low-key, everyman style is a far cry from that of the media-savvy, eccentric Koizumi.

"The Noda strategy is to stick to his guns - but not in a way that looks like Koizumi," said Chuo University political science professor Steven Reed.

"He is ... being remarkably Japanese, never giving in but taking baby steps forward," Reed said. "I think it will work as long as he gets somewhere."

Whether Noda is prepared to oust the rebels, though, is far from clear. Losing 54 or more members would deprive the Democrats and a tiny coalition partner of their lower house majority. That would leave him vulnerable to a no-confidence vote at worst and at best make passing any other laws tough.

"If he were like Koizumi, he would have already kicked them out," JP Morgan's Koll said. "Koizumi was erratic and eccentric. Noda is pragmatic and persistent."

Chances that Ozawa and his backers would bolt were growing on Friday, after a meeting the day before with a senior DPJ executive failed to bridge the gap over the tax rise.

Chuo University's Reed said Noda's dedication to fiscal reform could end up helping the party gain more seats than its biggest rival, the LDP, if not an outright majority, in an election that must be held by August 2013 and could come sooner.

Opinion polls - often volatile - suggest the Democrats would lose a hefty number of seats if an election were held soon while the LDP might also fall short of a majority.

That could leave Japan's political landscape more fragmented than ever, either forcing the two biggest parties into an uneasy embrace or sparking competition between then to woo smaller parties.

"Whatever happens, the next election won't result in a party with a stable majority. There will be a very shaky coalition and the frequent turnover of prime ministers will continue for a while," said Gerry Curtis, a professor at Columbia University.

"It could lead to a major realignment (of political parties), but the least likely possibility is that it will lead to the emergence of a strong party with strong leadership."

California Anticipates Health Care Ruling

Californians are waking up to news from the U.S. Supreme Court regarding its ruling that upholds a key component of President Barack Obama's Affordable Care Act.

As one of the law's biggest financial beneficiaries, the state stands to gain as much as $15 billion annually in federal money for health programs.

Justices issued their ruling Thursday morning, upholding the individual mandate requiring people to buy health insurance. The court said the mandate couldn?t be upheld under the commerce clause, but said it could be upheld under existing tax authority, NBC News reported.

The court may rule separately on the constitutionality of new Medicaid requirements for states. There's also the question of whether all changes must wait until 2014, when the law is fully in effect.

While the White House has said it was confident the court will uphold the law, GOP Congressional leaders vowed to repeal ?what?s left of it? after the justices announce their ruling.

California has been a model for the federal health care overhaul since the law's passage and has begun implementing parts of it already, including the beginnings of health care exchanges. The exchanges that would provide a marketplace for consumers to purchase insurance policies, starting in 2014.

The state also has banned insurers from refusing coverage for children with pre-existing illnesses and allowed young adults to stay on their parents' plans through age 26.

California passed its own state legislation to ensure those measures would be preserved even if the federal law was thrown out. There are 7.2 million uninsured California residents, according to statistics compiled by the Associated Press.

Match Making For Boomers: Christian Dating in an Online World

Dating can make you feel both excited and sick all at the same time. For someone looking for a relationship, not just a hook up, dating holds not only the hope for a bright and loving future but also the possibility of pain and heartbreak. Dating is rough. People aren't always what they seem. When you start the dating process, you are usually on your best behavior. But many people try to be someone they aren't in order to convince the person they are dating that they have found exactly who they were looking for. But that doesn't result in a happy ending. Sure, you want to be on your best behavior...put your best foot forward. But you still want to be yourself. The goal is not to dupe someone into being in a relationship with you. The goal is to find someone who loves you for who you are and accepts you...faults and all.

Many single Christians find dating difficult. It is assumed that the church is the best place to find that special someone but that isn't always the case. Many churches have grown so large that many people end up feeling invisible, just a random face in the crowd.

Unfortunately, unless they take part in small group activities, getting to know others can be hard. There doesn't seem to be as much socializing after church as there used to be. Back in the day, the church sermon was just the beginning of your Sunday morning. After church there would be a potluck and the congregation would gather to get to know each other better and make lasting friendships. Nowadays, many churches have abandoned that tradition and therefore people can attend the same church for years and never really know anyone.

The world we live in is chaotic and moves at a hectic pace. It seems more and more individuals follow the "get in and get out" philosophy when it comes to going to Church. We all want to be fed, but we also have busy lives and things to do so we don't stick around afterward. So what is one to do when they want to fellowship with other believers and meet someone special who just may end up being their soul mate? The obvious choice is to make an effort in getting involved with your Church or small group. Most churches have a singles group that gets together at least once, maybe twice, a week. You can also look into outreach. Focus on helping others and you may just find what you are looking for when you stop looking. But if you are really wanting to jump into dating feet first, try online dating.

There are many online dating websites available on the Internet today. Some are geared toward the general public and others are created specifically for Christians.

Even though some single Christians may feel self-conscious about stepping into the world of Online Dating, there is no reason. Christian Dating is alive and well on the Internet and using the web to start meeting new Christian singles in your area is a fantastic way to socialize with people who take their faith as seriously as you do. Where else can you go to meet other Christians? If Church isn't filling that specific desire and obviously, going to bars and clubs to meet other Christian singles is not ideal, going to the Internet is the apparent choice.

My suggestion is to find a dating website that focuses on Christian Dating so that you know that the matches you get are Christian Singles. It is disappointing to see you have a match only to find out they have no interest in the Lord. The bible does state not to be yoked together with unbelievers so it is important to restrict your dating pool to other Christians. Obviously, befriending non-Christians is a good thing because you then have the opportunity to be a witness for Christ. But when it comes to giving your heart to someone else, you need to give it to someone who shares your belief and your faith. Hence, it is advisable to utilize a Christian Dating Website when beginning your online dating journey.

Once you find the right Christina dating site and being to create your profile, be honest. Be yourself. Take to heart the fact that you are special and unique and deserving to find happiness. Do you have your faults? Absolutely. We all do. We all have things about ourselves that we wish we could change and if there is something that you want to change about yourself..something that you want to work on...go for it. But don't hide who you are by trying to stuff yourself into someone else's ideal. Putting yourself out there is scary. Rejection is difficult to take but you can't look at rejection as you being rejected. You need to change your perspective. If someone does not or can not relate to you or make a connection with you...they aren't someone that you want to waste your time with. You move on and consider that you are one more person closer to finding that one individual who you can build a life with.

Are you guaranteed love? None of us are. But we all deserve a chance at having a fulfilling, loving relationship and there is nothing wrong in trying to jump-start the search by taking the step toward online Christian dating.

But I offer a word of caution. Don't put too much pressure on yourself and your date as you embark on the dating journey. A date is just a date. Don't go into a date with expectations that this person is going to be "The One". Just enjoy the night out. Enjoy the date at face value. Taking a more laid back attitude toward dating can help ease a lot of the unnecessary tension and stress that can come from dating. Dating can be fun. Enjoy the new experiences. Enjoy the company, the movie or the dinner. At the end of the day, if there is a connection there will be another date. If there isn't....then at least you got a good meal and you move on. A little self-confidence and perspective can go a long way toward success in dating.

Pew survey finds that 17 percent of US cellphone users are online mostly on their phones

It should hardly come as a surprise that folks are spending more and more of their time online on their cellphones, but a new Pew study released today has shed a bit more light on just how common that's becoming. According to the research group, 17 percent of all cellphone users (including those without smartphones) go online "mostly" on their cellphone, while 33 percent primarily use another device, and five percent use both equally -- a hefty 45 percent still don't use their phones to go online at all, though. Not surprisingly, those numbers go up when broken down by those who do at least use the internet occasionally on their phone -- 31 percent of whom go online primarily on their phone -- and there's an even bigger jump when looking at younger users. Among those 18 to 29 who use the internet on their phones, fully 45 percent use their cellphone for most of their online activities. You can find the full report at the source link below.

The update has gone live now and is available for download to those who can make use of it. Some of the highlights to look forward to:

Venus loses in Wimbledon 1st round, 1st since '97

WIMBLEDON, England (AP) ? For the first time since her debut appearance at the All England Club 15 years ago, five-time Venus Williams failed to get past the first round of Wimbledon.

The seven-time Grand Slam champion was eliminated 6-1, 6-3 by Elena Vesnina of Russia at Wimbledon on Monday, the latest setback in her return to tennis after being diagnosed with an energy-sapping autoimmune disease.

Williams, who has fallen to 58th in the rankings, lost the first five games on Court 2 to the 79th-ranked Russian and, although she picked up her game and fought hard, was never able to turn the match around.

It was the first time Williams lost in the opening round of a Grand Slam since the 2006 Australian Open? the first at Wimbledon since her debut appearance in 1997.

"I feel like I'm a great player," Williams said. "I am a great player. Unfortunately I have to deal with circumstances that people don't have to deal with normally in a sport, but I can't be discouraged by that. I'm up for challenges. I have great tennis in me. I just need the opportunity."

There were no opening day troubles for top-ranked Novak Djokovic, six-time champion Roger Federer and No. 1 Maria Sharapova, who all enjoyed easy straight-set wins on a cloudy but dry start to the two-week grass court championships.

Defending champion Djokovic beat Juan Carlos Ferrero 6-3, 6-3, 6-1 in the day's first match on Centre Court, while Sharapova came on next and overpowered Anastasia Rodionova 6-2, 6-3.

Federer, seeking his record-tying seventh Wimbledon crown, dropped only three games in trouncing Spain's Albert Ramos 6-1, 6-1, 6-1 on Court 1 ? the first time since 2003 that he wasn't assigned to Centre Court for the opening round.

The highest seeded player to fall on Day 1 was No. 6 Tomas Berdych, the 2010 runner-up from the Czech Republic who lost in three straight tiebreakers to 87th-ranked Ernests Gulbis of Latvia. Gulbis, considered a potential top-10 player who never lived up to his potential, had 30 aces to win 7-6 (5) 7-6 (4) 7-6 (4).

John Isner, the 11th-seded American, was upset in five sets by Alejandro Falla of Colombia, 6-4, 6-7 (7), 3-6, 7-6 (7), 7-5. Isner served 31 aces but was broken to end the match, a result that ruled out a second-round meeting between the American and Nicolas Mahut.

Isner beat the Frenchman in the longest match in tennis history here two years ago, an 11-hour, 5-minute marathon that ended 70-68 in the fifth set. Isner defeated Mahut again last year in the first round.

Kim Clijsters, a four-time Grand Slam winner playing in her final Wimbledon, beat former No. 1 Jelena Jankovic of Serbia 6-2, 6-4. The Belgian, who withdrew from the semifinals of a grass-court tournament in the Netherlands last week with a stomach muscle strain, showed no signs of injury as she extended her career record over Jankovic to 8-1.

Playing in her 16th straight Wimbledon, the 32-year-old Williams was unseeded for the first time since 1997. She was coming off a second-round loss at the French Open to Agnieszka Radwanska.

Williams revealed in late August at the U.S. Open that she had been diagnosed with Sjogren's syndrome, an autoimmune condition that can cause fatigue and joint pain. She skipped the Australian Open in January, before returning to the tour in March in a bid to earn a berth on the U.S Olympic team for the London Games.

"I've been through a lot for years without knowing what I was going through," she said. "It's all a culmination at the end of the day. I just try to stay positive and focus on the tennis. I'm tough, let me tell you ? tough as nails."

Williams has been champion or runner-up at the All England Club eight of the past 12 years, with her last title coming in 2008. The three losses in finals all came against younger sister Serena.

"I don't have time to feel sorry for myself," she said. "I'm not going to give up on it. ... There's no way I'm going to just sit down and give up just because I have a hard time the first five or six tournaments back. That's just not me."

The Olympic tournament will be played at Wimbledon three weeks after the end of the championships.

"At the Olympics, you'll see me here," she said. "I'm planning on it."

The 25-year-old Vesnina, who reached the fourth round here in 2009, played smart and steady baseline tennis to keep Williams at bay. It took 30 minutes before Williams won a game. But Vesnina broke right back to close out the set with a forehand winner.

The second set was much more contested, but once the Russian broke again for a 4-2 lead, she was in full control. Three games later, Vesnina cracked a big first serve on match point and Williams slapped a forehand return into the net.

Eighth-seeded Janko Tipsarevic beat 2002 runner-up David Nalbandian 6-4, 7-6 (4), 6-2. It was Nalbandian's first match since he was disqualified in the final at Queen's Club for kicking an advertising board and injuring a line judge.

"I think everybody understood (it) wasn't a good thing that I did, but (I) was very unlucky, as well," he said.

In early matches, the third-seeded Radwanska and Grand Slam champions Sam Stosur and Li Na won in straights sets to move into the second round.

London's Big Ben renamed Elizabeth Tower

It's one of the most famous names in the world, up there with the Eiffel Tower and Statue of Liberty. But now London's Big Ben clock tower is to be renamed Elizabeth Tower to mark the queen's 60th year on the British throne.

The announcement on Tuesday followed four days of celebrations earlier this month to mark 86-year-old Queen's Elizabeth's Diamond Jubilee.

The landmark, part of Britain's Houses of Parliament, is officially called the Clock Tower but is commonly known as Big Ben, the name of the giant bell in the tower that chimes the famous bongs in the capital.

Prime Minister David Cameron welcomed the name change. "The renaming of the Clock Tower to the Elizabeth Tower is a fitting recognition of the Queen's 60 years of service. This is an exceptional tribute to an exceptional monarch," he said.

Reactions among the public were mixed, however. "Big Ben is so old and iconic, what is the sense in changing its name? All over the world people won't understand what the Elizabeth Tower is," said Romanian tourist Mara Ciortescu.

Banker Richard Labonte said: "It's not a bad idea, Ben is a strange name for a tower anyway and the Queen deserves it."

The ornate 315-feet-high neo-Gothic tower features four gilded clockfaces and was completed in 1859. There are 393 steps to the top of the tower, sited on the bank of the River Thames in the heart of London's Whitehall government district.

The name change was proposed by Conservative Party lawmaker Tobias Ellwood and accepted by parliamentary authorities.

"The House of Commons (parliament) Commission welcomed the proposal to rename the Clock Tower Elizabeth Tower in recognition of Her Majesty the Queen's Diamond Jubilee and will arrange for this decision to be implemented in an appropriate manner in due course," a House of Commons spokesman said.

The jubilee celebrations underscored a surge in popularity for the Queen in recent years, and included the biggest flotilla on the Thames for more than three centuries, a star-studded concert and a horse-drawn procession through the capital.

However, many Britons were opposed to the tower name change. A YouGov poll last month found almost half opposed proposals to rename the Clock Tower, and only 30 percent supported the idea.

Turkey says Syria opened fire on 2nd plane

(AP) ? Turkey's deputy prime minister says Syrian forces have opened fire on a second Turkish plane that was searching for the wreckage of a jet earlier shot down by Syria.

Bulent Arinc told a televised news conference Monday that Syrian forces opened fire on a CASA search and rescue plane following the downing of a RF-4E reconnaissance jet in international airspace on Friday. Arinc did not say whether the search and rescue plane was hit.

He says the Syrian side ceased fire after a warning from the Turkish military.

Venus loses in Wimbledon 1st round, 1st since '97

WIMBLEDON, England (AP) ? For the first time since her debut appearance at the All England Club 15 years ago, five-time Venus Williams failed to get past the first round of Wimbledon.

The seven-time Grand Slam champion was eliminated 6-1, 6-3 by Elena Vesnina of Russia at Wimbledon on Monday, the latest setback in her return to tennis after being diagnosed with an energy-sapping autoimmune disease.

Williams, who has fallen to 58th in the rankings, lost the first five games on Court 2 to the 79th-ranked Russian and, although she picked up her game and fought hard, was never able to turn the match around.

It was the first time Williams lost in the opening round of a Grand Slam since the 2006 Australian Open? the first at Wimbledon since her debut appearance in 1997.

"I feel like I'm a great player," Williams said. "I am a great player. Unfortunately I have to deal with circumstances that people don't have to deal with normally in a sport, but I can't be discouraged by that. I'm up for challenges. I have great tennis in me. I just need the opportunity."

There were no opening day troubles for top-ranked Novak Djokovic, six-time champion Roger Federer and No. 1 Maria Sharapova, who all enjoyed easy straight-set wins on a cloudy but dry start to the two-week grass court championships.

Defending champion Djokovic beat Juan Carlos Ferrero 6-3, 6-3, 6-1 in the day's first match on Centre Court, while Sharapova came on next and overpowered Anastasia Rodionova 6-2, 6-3.

Federer, seeking his record-tying seventh Wimbledon crown, dropped only three games in trouncing Spain's Albert Ramos 6-1, 6-1, 6-1 on Court 1 ? the first time since 2003 that he wasn't assigned to Centre Court for the opening round.

The highest seeded player to fall on Day 1 was No. 6 Tomas Berdych, the 2010 runner-up from the Czech Republic who lost in three straight tiebreakers to 87th-ranked Ernests Gulbis of Latvia. Gulbis, considered a potential top-10 player who never lived up to his potential, had 30 aces to win 7-6 (5) 7-6 (4) 7-6 (4).

John Isner, the 11th-seded American, was upset in five sets by Alejandro Falla of Colombia, 6-4, 6-7 (7), 3-6, 7-6 (7), 7-5. Isner served 31 aces but was broken to end the match, a result that ruled out a second-round meeting between the American and Nicolas Mahut.

Isner beat the Frenchman in the longest match in tennis history here two years ago, an 11-hour, 5-minute marathon that ended 70-68 in the fifth set. Isner defeated Mahut again last year in the first round.

Kim Clijsters, a four-time Grand Slam winner playing in her final Wimbledon, beat former No. 1 Jelena Jankovic of Serbia 6-2, 6-4. The Belgian, who withdrew from the semifinals of a grass-court tournament in the Netherlands last week with a stomach muscle strain, showed no signs of injury as she extended her career record over Jankovic to 8-1.

Playing in her 16th straight Wimbledon, the 32-year-old Williams was unseeded for the first time since 1997. She was coming off a second-round loss at the French Open to Agnieszka Radwanska.

Williams revealed in late August at the U.S. Open that she had been diagnosed with Sjogren's syndrome, an autoimmune condition that can cause fatigue and joint pain. She skipped the Australian Open in January, before returning to the tour in March in a bid to earn a berth on the U.S Olympic team for the London Games.

"I've been through a lot for years without knowing what I was going through," she said. "It's all a culmination at the end of the day. I just try to stay positive and focus on the tennis. I'm tough, let me tell you ? tough as nails."

Williams has been champion or runner-up at the All England Club eight of the past 12 years, with her last title coming in 2008. The three losses in finals all came against younger sister Serena.

"I don't have time to feel sorry for myself," she said. "I'm not going to give up on it. ... There's no way I'm going to just sit down and give up just because I have a hard time the first five or six tournaments back. That's just not me."

The Olympic tournament will be played at Wimbledon three weeks after the end of the championships.

"At the Olympics, you'll see me here," she said. "I'm planning on it."

The 25-year-old Vesnina, who reached the fourth round here in 2009, played smart and steady baseline tennis to keep Williams at bay. It took 30 minutes before Williams won a game. But Vesnina broke right back to close out the set with a forehand winner.

The second set was much more contested, but once the Russian broke again for a 4-2 lead, she was in full control. Three games later, Vesnina cracked a big first serve on match point and Williams slapped a forehand return into the net.

Eighth-seeded Janko Tipsarevic beat 2002 runner-up David Nalbandian 6-4, 7-6 (4), 6-2. It was Nalbandian's first match since he was disqualified in the final at Queen's Club for kicking an advertising board and injuring a line judge.

"I think everybody understood (it) wasn't a good thing that I did, but (I) was very unlucky, as well," he said.

In early matches, the third-seeded Radwanska and Grand Slam champions Sam Stosur and Li Na won in straights sets to move into the second round.

A federal judge in New York has signed a warrant that allows the?U.S. Department of Homeland Security?to seize the skeleton of the Tyrannosaurus bataar - an Asian cousin of the North American Tyrannosaurus rex - from?Dallas-based Heritage Auctions.

"We should have it by the end of the week," said Luis Martinez, a spokesman for U.S Immigration and Customs Enforcement.

The seizure will be a "major step forward" for the government of?Mongolia, which is claiming sovereign ownership and seeking the skeleton's return, said?Robert Painter, a?Houston?attorney who represents Mongolian President Elbegdorj Tsakhia.

The skeleton - 8 feet (2.4m) tall and 24 feet (7.3m) long - has been stored in crates in New York City since Heritage sold it at auction to an unidentified buyer for more than $1 million on May 20.

Slowest shark hunts sleeping prey

Researchers have measured the swimming speed of the ocean's slowest shark.

Data-logging tags revealed that Greenland sharks "cruise" at 0.34m per second - less than 1mph.

The study showed that, even when the languid fish embarks on a burst of speed in order to hunt, it is far too slow to catch a swimming seal.

Since the species is known to eat seals, the scientists think it probably "sneaks up on them" as they sleep under the water.

The Greenland shark was already known to be the world's slowest swimming shark, but its sluggishness surprised the scientists.

Yuuki Watanabe from the National Institute of Polar Research in Tokyo, who took part in the study, said that, when you account for the size of its body, it is the slowest fish in the ocean.

Previous research had revealed seal remains in the stomachs of the sharks.

"It was hard to understand," he told BBC Nature, "because [it would seem] impossible for them to catch fast-swimming seals."

The researcher joined Dr Kit Kovacs and Dr Christian Lydersen from the Norwegian Polar Institute, to tag Greenland sharks in the waters off Svarlbard.

The study, published in the Journal of Experimental Marine Biology and Ecology, was the latest part of an ongoing mission by the Norwegian researchers to find out what has been killing the harbour seals off Svarlbard's coast.

It was thought that Greenland sharks simply fed on the carcasses of dead seals on the seafloor, but the team recently discovered evidence that they were taking live seals.

The tagging study found that, while seals swim at about 1m per second (2mph/3km/h), the sharks' maximum bursts of speed reached only 0.7m per second - far too slow to catch a swimming seal.

"The [tags also] told us how fast the shark moves its tail," said Dr Watanabe.

It takes seven seconds for a single full tail sweep that propels the shark forwards.

The scientists also recorded the temperature of the water that the fish were swimming in, which were an icy average of 2C (36F).

The energy cost of regulating their body temperature in the almost freezing depths could be the reason for the sharks' very limited speed.

These Arctic fish live further north than any other shark species.

In this frozen habitat, the researchers explained in their paper: "Arctic seals sleep in water to avoid predation by polar bears.

"This may leave them vulnerable to the cryptic slow-swimming predators."

Vincent Gallucci, a shark expert from the University of Washington, US, explained that Greenland sharks may not need "to get 100% of its mouth onto its prey" in order to eat it.

"It can get an assist from a sucking action as part of its feeding process," he told BBC Nature.

"This does make it a bit easier for a lie in wait ambush predator to consume prey that pass near its mouth."

In the future, the scientists who embarked on this study hope to use underwater cameras, in order to record what could be the world's slowest chase scene.

Ali Hood from the Shark Trust pointed out that, historically, Greenland sharks were targeted for oil and meat.

"It's a long-lived species considered highly vulnerable to fishing pressure," she told BBC Nature. "[We] welcome further research to illuminate the behaviour of this elusive species."

Alan Turing would have turned 100 this week, an event that would have, no doubt, been greeted with all manner of pomp -- the centennial of a man whose mid-century concepts would set the stage for modern computing. Turing, of course, never made it that far, found dead at age 41 from cyanide poisoning, possibly self-inflicted. His story is that of a brilliant mind cut down in its prime for sad and ultimately baffling reasons, a man who accomplished so much in a short time and almost certainly would have had far more to give, if not for a society that couldn't accept him for who he was.

The London-born computing pioneer's name is probably most immediately recognized in the form of the Turing Machine, the "automatic machine" he discussed in a 1936 paper and formally extrapolated over the years. The concept would help lay the foundation for future computer science, arguing that a simple machine, given enough tape (or, perhaps more appropriately in the modern sense, storage) could be used to solve complex equations. All that was needed as Turing laid it out, was a writing method, a way of manipulating what's written and a really long ream to write on. In order to increase the complexity, only the storage, not the machine, needs upgrading.

Solar plane makes 2nd attempt in Morocco flight

(AP) ? An experimental solar plane hoping to one day fly around the world tried again Thursday to fly over Morocco's Atlas Mountains after being thwarted a week ago by high winds.

The delicate Solar Impulse has the immense wing span of a commercial jet but is only the weight of a family car, making it quite vulnerable to bad weather. It took off in the morning from the capital Rabat and hopes to reach the city of Ouarzazate, 280 miles (465 kilometers) away by late evening, where it will fly over the site of Morocco's proposed solar power plant.

Pilot Andre Borschberg attempted the same flight on June 14 but had to turn back after unexpectedly strong winds buffeted the slow-moving plane and sent it reeling backwards. The plane has relatively weak battery-powered turboprop engines that are recharged by the 12,000 photovoltaic cells covering its body. It is the only solar powered craft that can fly day and night.

"Because of its big size and low speed, we cannot go into areas of heavy turbulence like the big commercial planes can," Borschberg told The Associated Press from the cockpit of the aircraft as he flew over Morocco's coastline near Casablanca.

An improved version of the plane hopes to make a round-the-world flight by 2014 and Borschberg said they will be careful to choose a route that offers the calmest weather.

The plane will never replace fuel-powered commercial flights, its creators say, but rather was designed to showcase the possibilities for solar power.

Morocco was chosen as the destination for its first transcontinental flight from Europe because of the North African kingdom's ambitious plans to create huge solar energy plants ? the first of which will be constructed at Ouarzazate.

Morocco plans to eventually build five solar plants to lessen its dependence on fossil fuels and produce 2,000 megawatts of solar energy by 2020. By that year, it hopes to derive 40 percent of its energy needs from renewable energy resources and eventually export electricity to Europe.

Stars, jets and batteries: Multi-faceted magnetic phenomenon confirmed in the laboratory for the first time

ScienceDaily (June 20, 2012) ? Magnetic instabilities play a crucial role in the emergence of black holes, they regulate the rotation rate of collapsing stars and influence the behavior of cosmic jets. In order to improve understanding of the underlying mechanisms, laboratory experiments on earth are necessary. At the Helmholtz- Zentrum Dresden-Rossendorf (HZDR), confirmation of such a magnetic instability -- the Tayler instability -- was successfully achieved for the first time in collaboration with the Leibniz Institute for Astrophysics in Potsdam (AIP). The findings should be able to facilitate construction of large liquid-metal batteries, which are under discussion as cheap storage facilities for renewable energy.

The Tayler instability is being discussed by astrophysicists in reference to, among other things, the emergence of neutron-stars. Neutron stars, according to the theory, would have to rotate much faster than they actually do. The mysterious braking-effect has meanwhile been attributed to the influence of the Tayler instability, which reduces the rotation rate from 1,000 rps down to approximately 10 to 100 rps. Structures similar in appearance to the double-helix of DNA have been occasionally observed in cosmic jets, i.e. streams of matter, which emanate vertically out of the rotating accretion discs near black holes.

Liquid Metal Batteries -- Energy Storage Facilities for the Future?

The magnetic phenomenon, observed for the first time in the laboratory at the Helmholtz-Zentrum Dresden-Rossendorf, was predicted in theory by R.J. Tayler in 1973. The Tayler instability always appears when a sufficiently strong current flows through an electrically conductive liquid. Starting from a certain magnitude, the interaction of the current with its own magnetic field creates a vortical flow structure. Ever since their involvement with liquid-metal batteries, HZDR scientists have been aware of the fact that this phenomenon can take effect not only in space but on earth as well. The future use of such batteries for renewable energy storage would be more complicated than originally thought due to the emergence of the Tayler instability during charging and discharging.

American scientists have developed the first prototypes and assume that the system could be easily scaled up. The HZDR physicist Dr. Frank Stefani is skeptical: "We have calculated that, starting at a certain current density and battery dimension, the Tayler instability emerges inevitably and leads to a powerful fluid flow within the metal layers. This stirs the liquid layers, and eventually a short circuit occurs." In the current edition of the "Physical Review Letters," the team directed by Stefani -- together with colleagues from AIP led by Prof. G?nther R?diger -- reported on the first successful experiment to prove the Tayler instability in a liquid metal. Here a liquid alloy at room temperature consisting of indium, gallium and tin is deployed, through which a current as high as 8,000 amps is sent. In order to exclude other causes for the observed instability such as irregularities in conductivity, the researchers intentionally omitted the implementation of velocity sensors; instead, they used 14 highly-sensitive magnetic field sensors. The data collected indicate the growth rate and critical streaming effects of the Tayler instability, and these data remarkably correspond to the numerical predictions.

How liquid batteries work

In the context of the smaller American prototypes the Tayler instability does not occur at all, but liquid batteries have to be quite large in order to make them economically feasible. Frank Stefani explains: "I believe that liquid-metal batteries with a base area measured in square meters are entirely possible. They can be manufactured quite easily in that one simply pours the liquids into a large container. They then independently organize their own layer structure and can be recharged and discharged as often as necessary. This makes them economically viable. Such a system can easily cope with highly fluctuating loads." Liquid-metal batteries could thus always release excessive-supply current when the sun is not shining or the wind turbines are standing still.

The basic principle behind a liquid-metal battery is quite simple: since liquid metals are conductive, they can serve directly as anodes and cathodes. When one pours two suitable metals into a container so that the heavy metal is below and the lighter metal above, and then separates the two metals with a layer of molten salt, the arrangement becomes a galvanic cell. The metals have a tendency to form an alloy, but the molten salt in the middle prevents them from direct mixing. Therefore, the atoms of one metal are forced to release electrons. The ions thus formed wander through the molten salt. Arriving at the site of the other metal, these ions accept electrons and alloy with the second metal. During the charging process, this process is reversed and the alloy is broken up into its original components. In order to avoid the Tayler instability within big batteries -- meaning a short circuit -- Stefani suggests an internal tube through which the electrical current can be guided in reverse direction. This allows the capacity of the batteries to be considerably increased.
