Interpublic Group CEO Michael Roth sent this email to his top staff last week, informing them that CFO Frank Mergenthaler was now adding the role of head of all IPG's PR agencies to his duties.

Companies in Interpublic's "Constituency Management Group," which includes its PR giants such as Golin Harris and Weber Shandwick, will now report to Mergenthaler.

They had previously reported to Harris Diamond, who was appointed CEO of McCann in November.

The move means that a fifth piece of Interpublic's agency empire is now headed by an executive with a non-advertising background. (The other four are Diamond, the PR man at McCann; Roth, the former banker who is CEO of IPG; DraftFCB president Laurence Boschetto, who hails from the direct marketing agency Draft Direct; and R/GA chief Bob Greenberg, who has a digital/video resume.) Mergenthaler's background is in corporate finance, of course. Interpublic is unique among the agency holding companies for eschewing admen and women in its top ranks.

Having said that, Mergenthaler is perfectly qualified to run the business ? he's been the CFO at IPG since 2005.

Former Foreign Minister and UN Special Rapporteur on Human Rights in Iran Dr Ahmed Shaheed has welcomed the Maldives? selection as a Vice President of the UN?s Human Rights Council for 2013, stating that the nomination can help strengthen society against domestic abuses.

Speaking to Minivan News by e-mail today, Dr Shaheed said significant human rights concerns remained in the Maldives, including the ?pathetic state of the judiciary?, lack of an educational focus on rights, and little scope for ?informed discussion? on religious freedom.

However, Dr Shaheed added that the Maldives? election to the council reflected the strong reputation of its diplomats over the last six years in ?championing? human rights causes, even despite developments such as February?s controversial transfer of power that saw a new government installed following a police and military mutiny.

?If you look at the Maldives? voting record in Geneva and in the Third Committee in New York, it is as if there has been no change in the government in Male?. The Maldives still supports country-specific mandates, country-specific resolutions, and progressive positions in human?rights debates, including on issues of defamation of religion,? he said.

?The Maldives will continue to get challenged in places like the Human Rights Committee but in the political councils of the world, the spokespersons for the Maldives continue to be professional diplomats, and they are doing a good job to limit the influence of radical Islamists on foreign policy.?

News of the Maldives? election to the Human Rights Council was broken yesterday by the Reuters news agency, which noted that the country had the same day been criticised for its stance on banning religious freedom in a report compiled by the International Humanist and Ethical Union (IHEU) NGO.

The IHEU, which describes itself as an ?umbrella organisation embracing Humanist, atheist,?rationalist, secularist? organisations around the world, yesterday published its report, ?Freedom of Thought 2012? , which details international examples of discrimination against non-religious people.

The report, which was welcomed by UN Special Investigator on Freedom of Religion and Belief Heiner Bielefeldt, concluded that the Maldives did not prohibit discrimination on a religious basis, while also making practising Sunni Islam compulsory for Maldivian citizens wishing to vote or stand for office.

Pointing to prominent cases of discrimination, the IHEU highlighted the case of 37 year-old Mohamed Nazim, who in 2010 faced public calls for his execution after standing in front of a crowd of 11,000 people in Male? and declaring himself ?Maldivian and not a Muslim?.

After two days of religious counselling in police custody, Nazim repented before television cameras at an Islamic Ministry press conference and gave Shahada ? the Muslim testimony of belief.

The report also highlighted the case of 25 year-old air traffic controller Ismail Mohamed Didi, who was found hanged from the control tower of Male? International Airport?in an apparent suicide. ?He had previously sought asylum in the UK for fear of persecution over his stated lack of religious belief.

?Ismail Mohamed Didi faced the same choice as Mohamed Nazim: believe or die. He chose death,? the IHEU stated.

Speaking to Minivan News, IHEU Communications Officer Bob Churchill said the NGO did have some concerns over the Maldives? election to the Human Rights Council considering its attitudes to non-Muslims and non religious peoples.

However, ?Churchill added that the Maldives was not the first country to hold such a position in the UN council while also having questions over its own work on human rights abuses.

The IHEU?added that the report has been put together in order to stand as a reference for alleged abuses of non-religious peoples on countries all over the world.

Churchill suggested that the high-profile focus may help ?shine a light? on wider abuses occurring in the country and?allowing?for some form of redress.

However, in the case of the Maldives, where the country?s religious ideals are enshrined in its constitution, Churchill accepted that effecting any sort of change would be much harder.

?However, just because an issue is a sovereign matter and has a vocal majority it does not mean that people are not suffering,? he said. ?People at present are having to hide their beliefs for fear of oppression.?

?Good?reputation?

Despite the concerns of the IHEU, Dr Shaheed said he was optimistic about the Maldives? new role on the council.

?The Maldives [UN] delegation still enjoys a good reputation in Geneva and is still?playing a very constructive role. I believe the position would militate in favour of improving the domestic human rights situation,? he said. ?I would like to congratulate Ambassador Iruthisham [Adam] and her team for this fine achievement.?

Addressing the issue of freedom of religion in the Maldives, which he stressed was a fundamental human right, Dr Shaheed said that any nation choosing to impose any particular faith on its people or discriminate along the same lines would face ?stiff international opposition?.

?A number of NGOs have been raising the issue of religious intolerance in the Maldives, and the?notion of sovereignty does not trump human rights obligations. There is indeed scope for informed discussion in the Maldives on religious freedom,? he said.

?Perhaps a good place to start would be to lift the ban on the book co-authored by Dr Hassan Saeed ? the current Special Advisor to President Waheed ? which argues that there is no apostasy in Islam. This?is a position that is upheld by a growing number of reputable scholars in the Islamic world and elsewhere.?

?Biggest breakthroughs?

Beyond the issue of religion, Dr Shaheed claimed that the Maldives had over the last decade pressed ahead with a number of significant developments in bringing the country in line with human rights regulations.

?The biggest breakthroughs, in my view, were the ratification of the core international human rights treaties, and the establishment of an independent human rights commission, as well as freedom of the press, and the separation of powers,? he said, but emphasised that there remained room for improvement.

?The major failures include the pathetic state of the judiciary, which is not only corrupt, but also coming?under the influence of radical Islam, even to the extent of violating?codified laws of the Maldives and clear international obligations,? Dr Shaheed added.

?Disregard for rule of law has also meant that a culture of impunity is deeply entrenched, rendering many of the human rights of the people meaningless. It is also very disappointing that respect for human rights have not been made mainstream in our education system, because human rights safeguards are not only about litigation and legislation, but also about ideas and values, which are formed and transmitted through the education system.?

Vygor presents world's first "Racing Utility Vehicle"

Last fall, a new Italian sports car manufacturer made itself known. Its first concept car was definitely not reminiscent of the Ferraris or Lamborghinis of the world, and one could argue that it was sheer awkwardness from bumper to bumper. That sheer awkwardness is officially headed toward production, and manufacturer Vygor is providing a sneak peek.

Vygor calls the Opera the first RUV ? that's racing utility vehicle ? in the world. The company fancies that term to equate to a vehicle with the comfort of an SUV and the driving characteristics of a GT. Vygor even goes so far as to allude to the car as a "supercar," but its performance figures and chunky looks argue proficiently against that designation.

The Opera is built upon a tubular steel chassis and uses a composite and steel body. It weighs around 3,500 pounds (1,600 kg). The 2.0-liter 4-cylinder doesn't sound like much, but it puts out 414 horsepower and 354 lb-ft (480 Nm), which Vygor tells us is enough to send the car prancing to 62 mph (100 km/h) in 4.9 seconds. Top speed is listed at 162 mph (260 km/h).

In addition to the top-end 414-hp version, the Opera is also available in 345-hp and 295-hp tunes.

We assume that "the comfort of an SUV" is the reason that the Opera takes on such a bulky shape, because that shape certainly isn't helping its GT side. Also feeding the SUV claim is a permanent all-wheel-drive system with Torsen front differential and rear limited slip differential with electronic adjustment.

In anticipation of a 2013 launch, Vygor released a series of teaser photos this month. When compared to the original rendering, the production model has a new set of V-shaped taillights headlining a new rear fascia. As near as we can tell, the rest of the car remains the same, including the odd, curvy split grille.

Vygor plans to build 150 Opera models by hand starting next year. Reservations are available now.

Mennonite farmers in Mexico lured back to Russian homeland

CUAUHTEMOC, Mexico (Reuters) - More than a century after Mennonite farmers left Russia for North America in search of new lands and religious freedom, hundreds of their descendants in Mexico are thinking about completing the circle.

Shortage of farmland, drought and conflict with rivals have made some Mennonites in northern Mexico wonder if the best way of providing for their families is to go back to the plains of eastern Europe their ancestors left in the 19th century.

This summer a delegation of 11 Mexican Mennonites went to Tatarstan on the southern fringe of European Russia to look at land that could help them protect their spartan way of life from the impact of population growth and climate change.

"We're looking for a future for our children and grandchildren," said Peter Friesen, 59, one of the farmers who traveled to the town of Aznakayevo in August, himself the great-grandson of Mennonites born in the Russian Empire.

Descendants of 16th century Protestant Anabaptist radicals from Germany, the Low Countries and Switzerland, Mennonites rejected Church hierarchy and military service, suffering years of persecution and making them reliant on the patronage of rulers keen to exploit their dedication to farming and thrift.

Many Mennonites like Friesen living in the colonies around the city of Cuauhtemoc trace their origins to families that settled parts of Imperial Russia in modern Ukraine in the 18th century during the reign of Catherine the Great.

During the age of European nationalism, their freedoms came under threat and they began to leave for North America in the 1870s. More followed in the years of turmoil that convulsed Russia during the Bolshevik Revolution and the World Wars.

Still speaking Plautdietsch, a unique blend of Low German, Prussian dialects and Dutch, the Mennonites that came to Chihuahua state from Canada in the 1920s have helped turn some of the most barren expanses of northern Mexico into model farmland yielding tonnes of golden corn, beans, milk and cheese.

But as the fields in Chihuahua grew more plentiful, so did the Mennonites, who are named after 16th century Anabaptist leader Menno Simons, a Frisian. Anabaptists say believers should only be baptized once old enough to understand their faith.

WATER DISPUTE

Dressed in plain cotton trousers, a dark shirt and cap, Friesen uses short, simple sentences in Spanish, his face tanned from years spent harvesting crops under the cloudless skies of Chihuahua, which covers an area bigger than Britain.

Only when Friesen's mobile phone rings and he switches to Plautdietsch does the tempo change. Words trip off his tongue in a much softer cadence than High German, and are all but unintelligible to speakers of the modern language.

"You know we Mennonites always want to grow. And that's what we can't do here. Everything's already taken up," said the father of 13 and grandfather of 25.

Enrique Voth, who also went to Tatarstan, said farmland can be purchased there for a tenth of the price in Mexico. "We need ten times more than what we have," said the father of 11.

The "100 or so" families interested in Russia are still undecided about whether to go, partly because they did not find a single bloc of land big enough for them, said Friesen.

But his blue eyes glitter when he talks of the dark soil, mild climate and rich water supplies the Mennonites found in Tatarstan. Once part of the Mongol Golden Horde, an empire spanning Central Asia and eastern Europe, the republic harbors flat, fertile terrain fed by the Volga and Kama rivers.

Originally about 7,000 strong in Mexico, the Mennonites today farm about three quarters of the irrigated corn fields in Chihuahua. But much of the land is leased and their holdings have increased far slower than their population.

About 1,000 of the first settlers in Mexico returned to Canada, but the Mennonite population in Chihuahua alone is now probably about 60,000, said Peter Stoesz, director of a local Mennonite credit union known as UCACSA.

The Mennonites in Chihuahua started with around 100,000 hectares of land. Today, that holding may not be much more than 250,000 hectares, according to the state government.

Since last year's drought, the land shortage has been felt more keenly, and the Mennonites have been accused by a group of rival farmers known as Barzonistas of sinking 200 illegal wells to irrigate fields, damaging the local water supply.

Chihuahua's government says it has found a few dozen illegal wells, drilled using fake permits. It is still investigating how the permits were issued, and the Barzonistas are not happy.

"We're at a disadvantage, but we're Mexicans," said Barzonista Jacko Rodriguez, who believes the Mennonites have had preferential treatment in the water dispute. "We're going to stay here and we're going to live here. They are not."

The row has taken a number of ugly turns, giving further impetus to the Mennonites' desire to find new farmland.

This summer, one Barzonista declared the pacifist Mennonites were Germans, burning up Mexican lands like the Nazis burned Jews. And when a Barzonista leader was shot dead with his wife in October, some of them pointed the finger at the Mennonites.

"This has caused us a lot of worry," said Johan Peters, 45, a farmer, who said Mennonites were also looking at land in Argentina.

The Mennonites have denied any involvement in the deaths.

PACE OF CHANGE

During the 20th century, Mennonites fanned out into South America, Africa and India. Many preserved a lifestyle tied to tilling the soil, while adopting newer technology often still eschewed by their Anabaptist Amish cousins in America.

Lacking pasture and fields to sow, some in Chihuahua have given up farming, turning to services and handicrafts. A few have drifted into drug trafficking and prostitution, locals say.

But UCACSA estimates over two-thirds work in agriculture, which still dominates the rhythm of daily life. Sons may join fathers to work the fields from the age of 12 or younger.

"Farming is the healthiest work a person can have," said Voth from the Tatarstan delegation. "It's peaceful work without competition. With a business, you have to fight all the time."

Plenty of Mennonites in the area are skeptical the answer to the land shortage lies in Russia. Some say the families considering a move half way across the world have fallen behind. Others worry Mennonites are being swamped by the pace of change.

Though Chihuahua's Mennonites now use mobile phones, many still reject television. Some fret about the impact of the Internet on their children, who can see more and more of the world from the confines of their modest, monochrome bungalows.

"Some people are losing the true reason of being a Mennonite," said corn farmer Corny Kornelsen, 52. "They grab every new thing that comes their way. But they can't cope with all the new technologies."

Future of the Internet ? time for mature debate? | E RADAR | Smarter ...

Are we about to have a grown-up debate on the future of the Internet?

I have just been reading the first BBC article on the WCIT Conference in Dubai. Among other things this will witness the Third World countries seeking to get a ?fair? share of the Internet revenues?they generate. Given the current?controversy regarding the unlevel fiscal and regulatory playing field between on-line retailers based outside the UK/EU and those based within we need to shout less and listen more.?

In reading the comments beneath BBC article I was struck by their simplistic naivety. ?The Internet was designed by the people for the people?. Rubbish. It was one of a number ?of communications protocols designed by engineers for engineers. It took off because the ITU fouled up the standards for the successor to Telex (X25).

Similarly the World Wide Web took off not because it was better than the alternatives on offer, but because CERN allowed Tim Berners Lee to make it available free to all comers and the?user community (commercial as well as academic) therefore focused on helping sort its original shortcoming?rather than those of its competitors.

US patent trolls and copyright lawyers are now throttling the?Internet Goose, not just stealing the Golden Eggs. Hence the momentum behind the ITU attempt to regain the control of the international communications standards that they exercised from 1865 (when they first agreed inter-operability codes for telegraphy)?to?1965?(when they began to lose their way?as technology change began to acelerate?and the?Cold War complicated co-operation).

I do hope we will have a better informed and constructive?debate before?those driving open?(and royalty free) communications standards for an IPV6 world of ubiquitous global computing leave the ?lawyer-bound?West struggling in their wake.

So which is the bigger threat?to the future health of the Internet: Government regulators or US IPR lawyers?

Time will tell.
