Apple CEO gets modest 2012 pay after big 2011

NEW YORK (AP) ? Apple CEO Tim Cook got a relatively modest $4.2 million in pay for the latest fiscal year, after the company's board set him up with stock now worth $510 million for taking the reins in 2011.

Cook's pay for fiscal 2012, which ended in September, consisted of $1.4 million in salary, a bonus of $2.8 million, and $17,000 in company contributions to his 401(k) account and life insurance premiums, according to a filing.

Apple Inc.'s board saw no need to grant Cook additional shares in 2012 after the sign-on grant of 1 million shares in 2011. Half of those shares vest in 2016 and the other half in 2021.

Cook did vest into shares worth $140 million in 2012. Those shares were granted earlier, when he was chief operating officer.

Air Berlin sells bulk of frequent flyer program

(AP) ? Lossmaking German carrier Air Berlin says it has sold a majority stake in its frequent flyer program to Abu Dhabi-based Etihad.

Air Berlin said Tuesday that it expects to receive ?184.4 million ($242.7 million) from the sale of 70 percent of the program.

Etihad already owns a 30 percent stake in Germany's second biggest airline, which has been struggling in Europe's highly competitive travel market.

Air Berlin reported a loss of ?271.8 million for 2011, up from ?97.2 million the previous year.

The sale of its frequent flyer program is part of the oneworld alliance member's cost-saving drive. Others in the oneworld alliance include British Airways and American Airlines.

Drug tests in humans for methamphetamine addiction

Dec. 19, 2012 ? InterveXion Therapeutics LLC and the University of Arkansas for Medical Sciences (UAMS) have successfully completed dosing in the first human safety study of a medication to help methamphetamine users fight their addictions.

The medication is expected to significantly reduce or prevent the euphoric rush that drug users crave by keeping methamphetamine in the bloodstream and out of the brain, where the drug exerts its most powerful effects.

In the Phase I trial, 40 healthy volunteers who do not use methamphetamine received the medication over the past eight months and experienced no serious side effects.

"While we still have lots of work to do, this is a significant milestone for this research," said Brooks Gentry, M.D., a UAMS professor and InterveXion's chief medical officer who is overseeing the clinical trial phase. "Many experimental drugs fail during the first phase of a clinical trial, so we're excited that we can now look forward to testing in methamphetamine users who want help reducing their meth dependence."

When it has received final approval, the antibody will be given as an integral part of a methamphetamine user's complete treatment program, which consists of counseling and possibly other medications to reduce craving.

The medication, named ch-mAb7F9, is a monoclonal antibody. InterveXion, the trial sponsor, contracted the safety study to the Quintiles Phase 1 unit in Overland Park, Kan. The volunteers in the study, who received doses that ranged from 0.2 to 20 mg/kg, will continue to be followed for 21 weeks. Results of the Phase 1a study are expected in mid-2013.

The next steps in the development of the medication include further nonclinical safety testing followed by a Phase 1b clinical safety trial in current methamphetamine users.

Funding for the project was awarded to UAMS and InterveXion from the National Institute on Drug Abuse (NIDA). Additional support was given by the UAMS Translational Research Institute. NIDA has backed the development, manufacture and toxicology testing of this medication through previous grants to InterveXion and UAMS.

InterveXion, a UAMS BioVentures incubator client company, has licensed the technology for anti-methamphetamine antibody products from UAMS and is working closely with the university during product development.

Methamphetamine abuse has been a significant problem in the United States for the last decade. According to the Substance Abuse and Mental Health Services Administration, there were 439,000 methamphetamine users in the U.S. in 2011. New methamphetamine users numbered 133,000. In 2010, more than 100,000 were admitted to drug abuse treatment with methamphetamine as their primary substance of abuse. In addition, there were 54.9 emergency department visits per 100,000 population aged 21 or older involving methamphetamine use.

WASHINGTON (Reuters) - The Federal Trade Commission (FTC), which had been expected to wrap up an anti-trust probe into Google within days, will now delay its decision for weeks, a source said on Tuesday.

Google has been accused of giving competitors in lucrative areas like travel a lower ranking in search results, thus making it harder for their customers to find them. Google has repeatedly denied any wrongdoing.

FTC Chairman Jon Leibowitz had hoped to wrap up the long-running investigation this month.

Talk of a potential settlement in recent days had suggested Google would emerge from the more than two-year probe with little more than a slap on the wrist from the commission.

The delay, first reported by The Wall Street Journal, came after the European Union took a hard line with the search engine giant on Tuesday in a parallel investigation.

The EU's antitrust chief, Joaquin Almunia, gave Google a month to come up with detailed proposals to resolve a two-year investigation into complaints that it used its power to block rivals, including Microsoft.

The European Commission has been examining informal settlement proposals from Google since July but has not sought feedback from the complainants, suggesting it is not convinced by what Google has put on the table so far.

Google's critics have accused it of a long list of wrongdoing - everything from putting its own products high up in search results to bring them business to "scraping" reviews of hotels and restaurants from other sites for its own products.

Google had reportedly been prepared to make some changes to its business practices to secure an end to the FTC investigation but had balked at allowing regulators to interfere with its search algorithm. The company was also apparently prepared to make concessions on certain patent infringement lawsuits.

MIDLAND (AP) -- A Michigan congressman who chairs a tax committee says doctors have declared him cancer-free following chemotherapy treatments.

U.S. Rep. Dave Camp announced last summer that he had been diagnosed with non-Hodgkin's lymphoma. On Tuesday, the Midland Republican said in a statement that he is free of cancer.

The 59-year-old chairman of the House Ways and Means Committee says he's "extremely thankful for the excellent treatment." He says he'll have routine medical checks in the months ahead.

Non-Hodgkin's lymphoma is a cancer that begins in the cells of the immune system. Camp says he had large B-cell lymphoma. B-cells are a type of white blood cell that helps fight infections. He has served in Congress since 1991.

Also, the doctor in that practice may have delegated the signing of FMLA forms to an office nurse, even though the doctor conducted the assessment.

For some people with diabetes, there may be such a thing as too much care.

Traditional treatment to reduce risks of heart disease among patients with diabetes has focused on lowering all patients? blood cholesterol to a specific, standard level. But this practice may prompt the over-use of high-dose medications for patients who don?t need them, according to new research from the VA Ann Arbor Healthcare System (VAAAHS) and the University of Michigan Health System.

The study encourages a more individualized approach to treatment that adjusts treatment according to the patient in order to improve the quality of care. The findings appear in Circulation: Cardiovascular Quality and Outcomes.

Authors also suggest that blanket goals routinely used to lower heart attack risks may unnecessarily expose some patients to potential adverse side effects of high-dose medications. Researchers also note that when these standard goals are used to assess whether a health provider delivered high quality care, they may encourage overly aggressive treatment.

?We want patients to get the treatment they need to prevent heart attacks and cardiovascular issues but we don?t want to expose them to additional treatment risks without strong evidence of the benefits,? says senior author Eve Kerr, M.D., director of the Center for Clinical Management Research at the VAAAHS, professor of internal medicine at the U-M Medical School and a member of the U-M Institute for Healthcare Policy and Innovation.

?We need to move away from a one-size-fits-all performance measure that misses the point of providing appropriate treatment.?

Managing cholesterol is especially important for people with type 2 diabetes who often have an increased risk for a heart attack.? This is especially true for people age 50 and over.

Physicians commonly aim to lower blood cholesterol for all patients with diabetes to below 100 mg/dl. Recent evidence, however, highlights the importance of individualized treatment for each patient that?s not focused on bringing cholesterol levels down to a set value.

In the new study, researchers found that 85 percent of veterans age 50-75 with diabetes treated at the VA received appropriate care, most importantly because they were on at least moderate doses of cholesterol treatment medications called Statins. But among patients 18 and older who had no known heart disease, nearly 14 percent may have unnecessarily received high-dose statin medications, putting them at risk of harm from overtreatment.

The research stems from new safety data published this year by the U.S. Food and Drug Administration (FDA) on commonly-used cholesterol-lowering medications known as Statins. The FDA issued new guidelines for statin drugs warning users that the medications can cause memory loss, elevated blood sugar levels, and type-2 diabetes, in addition to muscle damage and liver disease.

?The study reveals that we may have both underuse and overuse of Statins and should invigorate efforts to make sure that each patient has the opportunity to be treated in a personalized way that is best given their risk profile,? says Circulation Editor and Director of the Yale-New Haven Hospital Center for Outcomes Research and Evaluation Harlan M. Krumholz, M.D.

Authors says modern healthcare electronic record systems that combine blood pressure, prescription and other health data on individual risks such as heart disease make this method of individualized treatment possible.

The study included more than 960,000 active Veterans Affairs primary care patients 18 years of age or older with type 2 diabetes treated from July 2010 to June 2011.

for the past couple of months, i been so forgetful plus my mind feel drained and in need of work out. it involves short-term memory and i forget what i was going to do. sometimes when i make food, i forget what i need to do. idk if its sign of depression because i experienced it off and on or my sleeping pattern contributing to it. i wake up at 11 am or 12 and go to bed at 2 am or 3 am. i get so distracted these days and i want my good memory back.

US library to honor Carole King with music prize

WASHINGTON (AP) ? Carole King has a friend in the Library of Congress. She's the first woman to win the library's Gershwin Prize for Popular Song.

In her five decades of songwriting, King's hits have included "You've Got a Friend," ''So Far Away" and "(You Make Me Feel Like) A Natural Woman." The library said Thursday that King will be the fifth person to receive the prize. Prior recipients include Stevie Wonder and Paul McCartney.

Librarian of Congress James Billington says King's work has been recorded by many artists to communicate universal human emotions like love, joy and pain.

King will receive the prize in the spring and says in a statement that she looks forward to performing in Washington. Honorees are typically saluted at the White House.

Love says he's happy with T-Wolves direction

MINNEAPOLIS (AP) ? Kevin Love didn't apologize. He didn't make excuses or suggest his words were taken out of context.

What the Minnesota Timberwolves power forward did do on Wednesday in the wake of some harsh words toward the organization was offer some balance to the idea of him as another unhappy star in a small market seemingly destined to move on to bigger and better things.

Love met with the media on Wednesday morning before the Wolves were scheduled to host the Denver Nuggets to address comments he made to Yahoo! Sports that were critical of Timberwolves leadership. In it, he complained about getting a four-year deal instead of the maximum five-year contract extension last January, called into question the plan that team president David Kahn has for building around him and even seemed to hint at a perception that the organization was favoring Ricky Rubio over him in the team's long-term plan.

Love stood by his complaints about his contract and his criticism of Kahn on Wednesday, but also said that he's happy with the direction of the franchise and hopeful he will be here for a long time.

"I'm not going to fall back and say I didn't mean the things that I said," Love said. "I do believe this is the closest-knit team that we have, the coaching staff has been great and we have a chance to make something very special this year and for years to come."

Love can opt out of his deal in two years, putting more pressure on the organization to help get him to the playoffs for the first time in his career. He said he had no regrets or apologies for making the critical remarks, but he does wish that he would have aired them internally and not in a public setting.

He also said he still sees the possibility of a bright, and long, future for him with the Wolves.

"I'd love to end my career as a Timberwolf," he said.

Love's displeasure with his contract has been no secret, practically from the moment he signed it. He wanted the five-year deal and the validation that it brings. But the Wolves can only offer one of their drafted players a five-year deal during the life of the current collective bargaining agreement. There is speculation that they are saving that for Rubio, though Kahn has said that he would prefer not to give that deal to anyone on the roster so the team can have as much salary cap flexibility as possible.

Love has heard the whispers about Rubio getting the five-year deal, and he told Yahoo that "it was a projection over a sure thing. There's no question there was an agenda here. A different agenda."

Love and Rubio are close friends, and when asked about it on Wednesday, he continued to heap praise on the point guard who is due to come back from a torn ACL in his left knee any day now.

"I never have a problem with anybody getting paid," Love said. "If there's one other guy to pay on this team it's Ricky Rubio. I've kind of been enamored with him since he got here. He's a pass-first point guard, a guy I haven't really played with before.

"I'm not going to pick favorites but he's one of my favorite teammates and one of the best guys to be around. And I've mentioned since Day 1 that it's refreshing to be around him because he loves the game so much."

As for his issues with Kahn's roster upheaval the first three years on the job, Love said he was very pleased with the additions that have been made this year. Andrei Kirilenko, Dante Cunningham and Alexey Shved have made the Wolves deeper than they have been in years and also came partly at the behest of Love, who campaigned for more veterans to be added at the end of last season.

Love has always used perceived slights and doubts as fuel. He is constantly working on his game and his body to prove to anyone who thought otherwise that he can be an elite player in the NBA. He proved as much last year by averaging 26 points and 13.3 rebounds per game, then becoming one of the most important players on Team USA's run to the gold medal in the London Olympics.

So in many ways, Love will never forget the contract issue. That's what stars do. They search for motivation wherever they can find it.

"In some people's mental makeup it's just not in them," he said of forgetting. "Just moving forward is the biggest thing. That's the same thing I talked about with coach and with David yesterday. I just need to move forward and hopefully this thing won't keep coming up. I'm done talking about it, really from here on out after today. I'm hoping we can just move on and winning will take care of everything."

Indianapolis to replace fleet with electric, hybrid vehicles

Indianapolis wants to become the first major city to replace its entire fleet with electric and plug-in hybrid vehicles.

Mayor Greg Ballard signed an executive order Wednesday mandating that the city replace its current sedans with electric vehicles. The city will also work with the private sector to phase in snow plows, fire trucks and other heavy vehicles that run on compressed natural gas, and it will ask automakers to develop a plug-in hybrid police car because one doesn't yet exist.

The city hopes to complete the switch by 2025.

Ballard hopes that in making the switch, Indianapolis will help the country reduce its dependence on foreign oil. City spokesman Marc Lotter said the mayor considers it an issue of national security.

"The United States' current transportation energy model, driven by oil, exacts an enormous cost financially and in terms of strategic leverage," Ballard, a retired Marine officer and Gulf War veteran, said in a statement. "Our oil dependence in some cases places the fruits of our labor into the hands of dictators united against the people of the United States."

The city fleet includes 500 non-police vehicles, and the police car switch alone has the potential to save taxpayers $10 million a year in fuel costs, the statement from the mayor's office said.

Lotter did not provide an estimate on the cost of the change. The new vehicles will be purchased as older vehicles are retired. He said the city buys about 50 non-police vehicles every year.

"We are negotiating with the automakers and several international capital fleet firms to get the best deal possible for taxpayers," Lotter said.

City officials and the U.S. Conference of Mayors have researched the issue and found that no other major U.S. city has announced it will convert its entire fleet.

"From everything we know, we are the first city in the nation to take this step," Lotter said.

The Indianapolis area has 200 charging stations, and Lotter said the city is working with private companies to develop more.

Salt Lake City to roll out immigrant 'welcome' | The Salt Lake Tribune

Council ? Resolution aims to aid growing community.

Immigrants should be treated with dignity and respect while being welcomed and embraced by residents and community groups ? regardless of legal status ? according to a resolution passed unanimously Tuesday night by the Salt Lake City Council.

The resolution is part of a national movement called "Welcoming America," with Salt Lake City joining 10 communities and 20 states that have adopted such a measure.

Salt Lake City Councilman Charlie Luke read the resolution aloud to an almost full chamber and Welcoming Utah Initiative Coordinator Diana Paredes said the purpose of the measure was to "help long-term residents understand the importance of being an ally to the immigrant and refugee community."

The resolution doesn?t state specifically whether the legal status of an immigrant should be considered in welcoming them to the city, but says "all are welcome, accepted and integrated" and it criticizes "policies that negate opportunities for contributions to our community in the fullest capacity."

Supporters of the resolution said the time was right to adopt the measure after the November election, where President Barack Obama defeated Republican nominee Mitt Romney handily while also carrying more than 70 percent of the Latino vote.

That defeat has led some in the Republican Party to reconsider their views on immigration reform, including conservative talk show host Sean Hannity, who long espoused tough immigration policies.

Jean Hill, spokeswoman for the Catholic Diocese of Salt Lake City, said the resolution was an outgrowth of The Utah Compact, which was signed more than two years ago by a coalition of religious, business and political leaders in the state. That document was a series of guiding principles that sought a more compassionate approach to immigration reform and was a refutation of Arizona?s enforcement-only law, SB1070.

The Rev. Steve Klemz, pastor of the Zion Evangelical Lutheran Church, said now was the right moment for the resolution.

"The climate is ripe for this," he said. "The immigration debate has taken a turn since the presidential election."

But many cities passed similar resolutions well before the 2012 election.

Dayton (Ohio) City Manager Tim Riordan said their resolution passed in late 2011 and has resulted in a series of initiatives aimed at integrating the immigrant community with residents who have long, deep roots in the city.

He said the resolution spawned a Dayton World Cup, a website devoted to welcoming immigrants to Dayton and a list of resources for new arrivals in the city.

"What I think it did was it showed there are a lot of hard-working Americans who are supportive of immigrants and their cultures," Riordan said. "But the subject had taken on such a nasty tone, we decided to have the council take it up and put the issue above-board."

Not everyone saw the resolution in a positive light, however.

Rep. Chris Herrod, R-Provo, has been a staunch critic of illegal immigration and said the resolution will only enhance the image of Salt Lake City as a "sanctuary city for illegal immigrants." He said it was a misguided attempt to equalize illegal immigrants with legal immigrants.

"It?s a slap in the face to those waiting in line," he said. "Those who are trying to do it the right way, it?s a disservice to them."

Congress ends second bag checks on some flights

(AP) ? Passengers arriving in the U.S. from international airports who miss connecting flights because their checked bags have to be rescreened could get some relief under legislation passed Wednesday by the House and sent to the president for his signature.

The "No-Hassle Flying Act" gives the Transportation Security Administration the authority to waive rescreening requirements for flights from international airports that install U.S.-equivalent baggage scanning processes and equipment.

It has yet to be decided which airports will qualify, but a likely starting point will be 14 airports in Canada, Ireland and the Caribbean where the U.S. Customs and Border Protection agency already inspects and clears commercial air passengers. Currently, passengers arriving from those airports need not undergo another physical security check upon arriving in the United States, but their bags must still be transported to TSA facilities for screening using explosives detection system equipment before they can board another flight for their next U.S. destination.

"This is a smart, efficient way to streamline travel, boost tourism and lower costs while maintaining the highest security standards," said Nicholas E. Calio, president and CEO of Airlines for America, the trade organization for leading U.S. airlines.

The bill, which the Senate approved two weeks ago, passed the House on a voice vote. Sens. Amy Klobuchar, D-Minn., and Roy Blunt, R-Mo., were the Senate sponsors. Illinois Republican Joe Walsh was the House sponsor.

"Requiring luggage to undergo the exact same screening process twice in one trip puts a burden on both our international aviation security system and travelers," Klobuchar said.

The bill coincides with the administration's Beyond the Border initiative, in which the TSA is working to lift rescreening requirements as Canada installs comparable screening equipment.

TSA Administrator John Pistole last May proposed similar legislation to Congress, saying giving his agency more leeway on rescreening "is key to TSA's ongoing transition to a more risk-based and intelligence-driven counterterrorism posture."

Interpublic Group CEO Michael Roth sent this email to his top staff last week, informing them that CFO Frank Mergenthaler was now adding the role of head of all IPG's PR agencies to his duties.

Companies in Interpublic's "Constituency Management Group," which includes its PR giants such as Golin Harris and Weber Shandwick, will now report to Mergenthaler.

They had previously reported to Harris Diamond, who was appointed CEO of McCann in November.

The move means that a fifth piece of Interpublic's agency empire is now headed by an executive with a non-advertising background. (The other four are Diamond, the PR man at McCann; Roth, the former banker who is CEO of IPG; DraftFCB president Laurence Boschetto, who hails from the direct marketing agency Draft Direct; and R/GA chief Bob Greenberg, who has a digital/video resume.) Mergenthaler's background is in corporate finance, of course. Interpublic is unique among the agency holding companies for eschewing admen and women in its top ranks.

Having said that, Mergenthaler is perfectly qualified to run the business ? he's been the CFO at IPG since 2005.

Former Foreign Minister and UN Special Rapporteur on Human Rights in Iran Dr Ahmed Shaheed has welcomed the Maldives? selection as a Vice President of the UN?s Human Rights Council for 2013, stating that the nomination can help strengthen society against domestic abuses.

Speaking to Minivan News by e-mail today, Dr Shaheed said significant human rights concerns remained in the Maldives, including the ?pathetic state of the judiciary?, lack of an educational focus on rights, and little scope for ?informed discussion? on religious freedom.

However, Dr Shaheed added that the Maldives? election to the council reflected the strong reputation of its diplomats over the last six years in ?championing? human rights causes, even despite developments such as February?s controversial transfer of power that saw a new government installed following a police and military mutiny.

?If you look at the Maldives? voting record in Geneva and in the Third Committee in New York, it is as if there has been no change in the government in Male?. The Maldives still supports country-specific mandates, country-specific resolutions, and progressive positions in human?rights debates, including on issues of defamation of religion,? he said.

?The Maldives will continue to get challenged in places like the Human Rights Committee but in the political councils of the world, the spokespersons for the Maldives continue to be professional diplomats, and they are doing a good job to limit the influence of radical Islamists on foreign policy.?

News of the Maldives? election to the Human Rights Council was broken yesterday by the Reuters news agency, which noted that the country had the same day been criticised for its stance on banning religious freedom in a report compiled by the International Humanist and Ethical Union (IHEU) NGO.

The IHEU, which describes itself as an ?umbrella organisation embracing Humanist, atheist,?rationalist, secularist? organisations around the world, yesterday published its report, ?Freedom of Thought 2012? , which details international examples of discrimination against non-religious people.

The report, which was welcomed by UN Special Investigator on Freedom of Religion and Belief Heiner Bielefeldt, concluded that the Maldives did not prohibit discrimination on a religious basis, while also making practising Sunni Islam compulsory for Maldivian citizens wishing to vote or stand for office.

Pointing to prominent cases of discrimination, the IHEU highlighted the case of 37 year-old Mohamed Nazim, who in 2010 faced public calls for his execution after standing in front of a crowd of 11,000 people in Male? and declaring himself ?Maldivian and not a Muslim?.

After two days of religious counselling in police custody, Nazim repented before television cameras at an Islamic Ministry press conference and gave Shahada ? the Muslim testimony of belief.

The report also highlighted the case of 25 year-old air traffic controller Ismail Mohamed Didi, who was found hanged from the control tower of Male? International Airport?in an apparent suicide. ?He had previously sought asylum in the UK for fear of persecution over his stated lack of religious belief.

?Ismail Mohamed Didi faced the same choice as Mohamed Nazim: believe or die. He chose death,? the IHEU stated.

Speaking to Minivan News, IHEU Communications Officer Bob Churchill said the NGO did have some concerns over the Maldives? election to the Human Rights Council considering its attitudes to non-Muslims and non religious peoples.

However, ?Churchill added that the Maldives was not the first country to hold such a position in the UN council while also having questions over its own work on human rights abuses.

The IHEU?added that the report has been put together in order to stand as a reference for alleged abuses of non-religious peoples on countries all over the world.

Churchill suggested that the high-profile focus may help ?shine a light? on wider abuses occurring in the country and?allowing?for some form of redress.

However, in the case of the Maldives, where the country?s religious ideals are enshrined in its constitution, Churchill accepted that effecting any sort of change would be much harder.

?However, just because an issue is a sovereign matter and has a vocal majority it does not mean that people are not suffering,? he said. ?People at present are having to hide their beliefs for fear of oppression.?

?Good?reputation?

Despite the concerns of the IHEU, Dr Shaheed said he was optimistic about the Maldives? new role on the council.

?The Maldives [UN] delegation still enjoys a good reputation in Geneva and is still?playing a very constructive role. I believe the position would militate in favour of improving the domestic human rights situation,? he said. ?I would like to congratulate Ambassador Iruthisham [Adam] and her team for this fine achievement.?

Addressing the issue of freedom of religion in the Maldives, which he stressed was a fundamental human right, Dr Shaheed said that any nation choosing to impose any particular faith on its people or discriminate along the same lines would face ?stiff international opposition?.

?A number of NGOs have been raising the issue of religious intolerance in the Maldives, and the?notion of sovereignty does not trump human rights obligations. There is indeed scope for informed discussion in the Maldives on religious freedom,? he said.

?Perhaps a good place to start would be to lift the ban on the book co-authored by Dr Hassan Saeed ? the current Special Advisor to President Waheed ? which argues that there is no apostasy in Islam. Beyond the issue of religion, Dr Shaheed claimed that the Maldives had over the last decade pressed ahead with a number of significant developments in bringing the country in line with human rights regulations.

?The biggest breakthroughs, in my view, were the ratification of the core international human rights treaties, and the establishment of an independent human rights commission, as well as freedom of the press, and the separation of powers,? he said, but emphasised that there remained room for improvement.

?The major failures include the pathetic state of the judiciary, which is not only corrupt, but also coming?under the influence of radical Islam, even to the extent of violating?codified laws of the Maldives and clear international obligations,? Dr Shaheed added.

?Disregard for rule of law has also meant that a culture of impunity is deeply entrenched, rendering many of the human rights of the people meaningless. It is also very disappointing that respect for human rights have not been made mainstream in our education system, because human rights safeguards are not only about litigation and legislation, but also about ideas and values, which are formed and transmitted through the education system.?
